  1                                        AN ACT
  2    RELATING TO HEATING, VENTILATION AND AIR  CONDITIONING  APPRENTICES  AND  SPE-
  3        CIALTY  APPRENTICES;  AMENDING  SECTION 54-5012, IDAHO CODE, TO REVISE THE
  4        REGISTRATION FEE AND REGISTRATION DURATION FOR APPRENTICES  AND  SPECIALTY
  5        APPRENTICES AND TO MAKE A TECHNICAL CORRECTION.

  6    Be It Enacted by the Legislature of the State of Idaho:

  7        SECTION  1.  That  Section 54-5012, Idaho Code, be, and the same is hereby
  8    amended to read as follows:

  9        54-5012.  FEES FOR APPLICATION FOR EXAMINATION, CERTIFICATES OF COMPETENCY
 10    AND REGISTRATION OF APPRENTICES. (1) Application for examination.
 11        (a)  HVAC contractor or specialty contractor........................$35.00
 12        (b)  HVAC journeyman or specialty journeyman........................$35.00
 13        (2)  Certificate of competency, initial issue, valid for one (1) year;  or
 14    may be issued at the annual rate for up to three (3) years.
 15        (a)  HVAC contractor or specialty contractor........................$75.00
 16        (b)  HVAC journeyman or specialty journeyman........................$50.00
 17        (3)  Renewal  of certificate of competency, valid for one (1) year; or may
 18    be issued at the annual rate for up to three (3) years.
 19        (a)  HVAC contractor or specialty contractor........................$50.00
 20        (b)  HVAC journeyman or specialty journeyman........................$25.00
 21        (4)  Each apprentice and specialty  apprentice  is  required  to  register
 22    annually  with  the division of building safety and maintain such registration
 23    during the entire period in which he is gaining  his  experience.  The  annual
 24    registration  fee  is fifteen for apprentices shall be fifty dollars ($150.00)
 25    and shall be valid for five (5) years.  The  registration  fee  for  specialty
 26    apprentices  shall  be  twenty dollars ($20.00) and shall be valid for two (2)
 27    years.

Statement of Purpose / Fiscal Impact

                   STATEMENT OF PURPOSE

                         RS 17410

Revisions to Section 54-5012, Idaho Code, will fundamentally 
change the registration requirement for HVAC apprentices.  
Currently, annual registrations are required and the $15 fee is 
insufficient to cover the cost of issuing the registration.  
Also, many apprentices fail to renew in a timely manner, which 
results in their losing credit for hours worked while their 
registration is expired.  This legislation dovetails with 
parallel legislation to standardize registration requirements 
for electrical, plumbing, and HVAC apprentices.  The five-year 
time period should be sufficient for most apprentices to 
complete their training and transition to journeymen.  It also 
allows a one-year window for employers to evaluate their new 
hires prior to investing in their schooling.
