BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE STATE TAX COMMISSION FOR FISCAL YEAR
3 2008; AND DECLARING AN EMERGENCY.
4 Be It Enacted by the Legislature of the State of Idaho:
5 SECTION 1. In addition to the appropriation made in Section 1, Chapter
6 231, Laws of 2007, there is hereby appropriated to the State Tax Commission in
7 the Department of Revenue and Taxation the following amount to be expended for
8 the specified program according to the designated expense class from the
9 listed funds for the period July 1, 2007, through June 30, 2008:

15 Administration Services for Transportation Fund 10,800
16 TOTAL $108,000
17 SECTION 2. An emergency existing therefor, which emergency is hereby
18 declared to exist, this act shall be in full force and effect on and after its
19 passage and approval.

This is a fiscal year 2008 supplemental appropriation to the State Tax Commission in the amount of $108,000 of which $97,200 is from the General Fund and $10,800 is from dedicated funds.
Funding is provided to purchase an imaging machine to provide critical capacity and backup capability to Revenue Operations most basic and fundamental process — processing tax returns during the tax drive from January through June. The Tax Commission installed one machine last year and found that is was not sufficient. The vendor lent the agency a second machine to maintain operations. Cost of machine of $108,000 is one-time with annual maintenance of $28,000 to be absorbed in the agency’s base budget. Funding is split 90% from the General Fund and 10% from the Administration Services to Transportation Fund.
