  2    APPROPRIATING MONEYS TO THE DIVISION OF VETERANS SERVICES WITHIN  THE  DEPART-
  3        MENT  OF SELF-GOVERNING AGENCIES FOR FISCAL YEAR 2009; LIMITING THE NUMBER
  4        OF FULL-TIME EQUIVALENT POSITIONS; APPROPRIATING ADDITIONAL MONEYS TO  THE
  5        DIVISION  OF  VETERANS  SERVICES  WITHIN  THE DEPARTMENT OF SELF-GOVERNING
  6        AGENCIES FOR FISCAL YEAR 2008; REDUCING THE APPROPRIATION TO THE  DIVISION
  7        OF  VETERANS SERVICES WITHIN THE DEPARTMENT OF SELF-GOVERNING AGENCIES FOR
  8        FISCAL YEAR 2008; AND DECLARING AN EMERGENCY FOR SECTIONS 3 AND 4 OF  THIS
  9        ACT.

 10    Be It Enacted by the Legislature of the State of Idaho:

 11        SECTION  1.  There is hereby appropriated to the Division of Veterans Ser-
 12    vices within the Department of Self-Governing Agencies the  following  amounts
 13    to  be  expended  according  to the designated expense classes from the listed
 14    funds for the period July 1, 2008, through June 30, 2009:

 29        SECTION 2.  In accordance with Section 67-3519, Idaho Code,  the  Division
 30    of Veterans Services is authorized no more than three hundred seven and thirty
 31    hundredths  (307.30)  full-time  equivalent  positions at any point during the
 32    period July 1, 2008, through June 30, 2009, unless specifically authorized  by
 33    the  Governor.  The  Joint  Finance-Appropriations  Committee will be notified
 34    promptly of any increased positions so authorized.

 35        SECTION 3.  In addition to the appropriation made in  Section  1,  Chapter
 36    267,  Laws  of  2007, there is hereby appropriated to the Division of Veterans
 37    Services within  the  Department  of  Self-Governing  Agencies  the  following
 38    amounts  to  be  expended according to the designated expense classes from the
 39    listed fund for the period July 1, 2007, through June 30, 2008:

  8        SECTION 4.  Notwithstanding any other provision of law  to  the  contrary,
  9    the  appropriation  of moneys made in Section 1, Chapter 267, Laws of 2007, to
 10    the Division of Veterans Services  within  the  Department  of  Self-Governing
 11    Agencies is hereby reduced by the following amount according to the designated
 12    expense classes from the listed fund for the period July 1, 2007, through June
 13    30, 2008:

 20        SECTION  5.  An  emergency  existing  therefor,  which emergency is hereby
 21    declared to exist, Sections 3 and 4 of this act shall be  in  full  force  and
 22    effect on and after passage and approval.

Statement of Purpose

This is the fiscal year 2009 appropriation for the Division of Veterans Services within the Department of Self-Governing Agencies. It includes an increase in benefit costs for employer health insurance costs, inflationary adjustments for pharmaceuticals and janitorial contracts for the nursing homes, an increase for statewide costs allocation, and 3% funding for the Change in Employee Compensation. Additional funding is also provided to increase the pay for the nursing and dietary supervisors and for one-time capital outlay for the cemetery operations and the nursing facilities. Spending authority of $10,500,000 in federal funds is authorized to identify a site and develop a veterans’ cemetery in Eastern Idaho.

This bill includes a supplemental that adjusts spending authority between the dedicated and federal funds for fiscal year 2008 to begin to provide services in the nursing facilities with Medicare as the payer. An additional $98,800 is also appropriated to move the headquarters function out of the nursing facility in Boise and expand physical rehabilitation services by moving into the headquarters space. Headquarters will relocate to office space in the downtown Boise area.
