]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature Second Regular Session - 2008IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 695 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE FOR 3 THE SUBSTANCE ABUSE TREATMENT AND PREVENTION PROGRAM FOR FISCAL YEAR 2008; 4 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE 5 FOR THE SUBSTANCE ABUSE TREATMENT AND PREVENTION PROGRAM FOR FISCAL YEAR 6 2009; REAPPROPRIATING CERTAIN UNEXPENDED AND UNENCUMBERED BALANCES OF 7 MONEYS FOR THE DEPARTMENT OF HEALTH AND WELFARE FOR THE SUBSTANCE ABUSE 8 TREATMENT AND PREVENTION PROGRAM; AND DECLARING AN EMERGENCY FOR SECTION 1 9 OF THIS ACT. 10 Be It Enacted by the Legislature of the State of Idaho: 11 SECTION 1. In addition to any other appropriation provided by law, there 12 is hereby appropriated to the Department of Health and Welfare for the Sub- 13 stance Abuse Treatment and Prevention Program the following amount to be 14 expended according to the designated expense class from the listed fund for 15 the period July 1, 2007, through June 30, 2008: 16 FOR: 17 Trustee and Benefit Payments $2,145,400 18 FROM: 19 General Fund $2,145,400 20 SECTION 2. In addition to any other appropriation provided by law, there 21 is hereby appropriated to the Department of Health and Welfare for the Sub- 22 stance Abuse Treatment and Prevention Program the following amounts to be 23 expended according to the designated expense classes from the listed funds for 24 the period July 1, 2008, through June 30, 2009: 25 FOR FOR 26 OPERATING TRUSTEE AND 27 EXPENDITURES BENEFIT TOTAL 28 PAYMENTS 29 General Fund $ 9,814,900 $ 9,814,900 30 Cooperative Welfare 31 Fund (Federal) $391,800 2,725,300 3,117,100 32 TOTAL $391,800 $12,540,200 $12,932,000 33 SECTION 3. There is hereby reappropriated to the Department of Health and 34 Welfare for the Substance Abuse Treatment and Prevention Program any unex- 35 pended and unencumbered balances of the Cooperative Welfare Fund, as appropri- 36 ated for the Substance Abuse Treatment and Prevention Program for fiscal year 37 2008 to be used for purposes as originally appropriated. The reappropriation 38 shall be computed by the Department of Health and Welfare, and for budgeting 39 purposes any General Fund portion of the balance in the Cooperative Welfare 40 Fund shall be identified as part of the General Fund. 2 1 SECTION 4. An emergency existing therefor, which emergency is hereby 2 declared to exist, Section 1 of this act shall be in full force and effect on 3 and after passage and approval.

This is a fiscal year 2008 supplemental appropriation for Statewide Substance Abuse Treatment Services, and a fiscal year 2009 additional appropriation for Statewide Substance Abuse Treatment Services.

Fiscal Note |
This bill appropriates $2,145,400 in one-time trustee and benefit payments funding for fiscal year 2008. This bill also appropriates for fiscal year 2009 for operating expenditures $391,800 in federal funding for costs associated with the Child Protection Drug Court Grant. Finally this bill includes the following amounts in trustee and benefit payments for substance abuse treatment services statewide: $600,000 in General Fund moneys for an additional 150 Drug Courts slots; $9,214,900 in General Fund moneys for the Adult Criminal Justice population; $2,248,300 in federal funds for the Adult Non-Criminal Justice population; and $477,000 in federal funds for treatment expenditures associated with the Child Protection Drug Court Grant. The total appropriation in this bill is $11,960,300 from the General Fund, of which $539,000 is ongoing; and $3,117,100 in federal funds, of which $2,248,300 is ongoing, for a total of $15,077,400.
