  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND RECOGNIZING AND COMMENDING  THE  LIFE-
  3        TIME ACHIEVEMENTS OF JOHN PIERRE MOLITOR, ONE OF THE ORIGINAL IDAHO LEGIS-
  4        LATIVE  ADVISORS, WHO SERVED THE ASSOCIATED GENERAL CONTRACTORS, THE IDAHO
  5        LEGISLATURE AND THE STATE OF IDAHO, WITH HONOR AND DISTINCTION.

  6    Be It Resolved by the Legislature of the State of Idaho:

  7        WHEREAS, John Pierre Molitor, a longtime advisor to the Idaho Legislature,
  8    passed away on February 2, 2008; and
  9        WHEREAS, John was born in Walla Walla,  Washington  on  October  3,  1914,
 10    graduated from Gonzaga Prep High School and acquired degrees in philosophy and
 11    liberal arts from Gonzaga University in 1939, where he also played basketball;
 12    and
 13        WHEREAS,  John  taught  English,  Latin and algebra in Wilbur, Washington,
 14    where he also coached several high school sports; and
 15        WHEREAS, John married Eileen Killoran on June 3, 1941; and
 16        WHEREAS, in 1941, John accepted a position with the Kaiser Company as per-
 17    sonnel manager at Grand Coulee Dam; and
 18        WHEREAS, while at Grand Coulee, John played shortstop for The King and His
 19    Court, which played and won hundreds of exhibition fast-pitch  softball  games
 20    throughout  the  Northwest,  outscoring  opposing  teams  while  using  just a
 21    pitcher, catcher, first baseman and shortstop; and
 22        WHEREAS, in 1948, John was hired as director of personnel and labor  rela-
 23    tions  for  J.A. Terteling & Sons, necessitating a move to Boise, Idaho, where
 24    he spent the rest of his life; and
 25        WHEREAS, after six years with Terteling, John was named  executive  secre-
 26    tary of the Associated General Contractors (AGC), Idaho Branch, where he spent
 27    nearly  25  years  as a legislative advisor, lobbying the Idaho Legislature on
 28    behalf of the construction industry; and
 29        WHEREAS, John also served the state of Idaho as the administrator  of  the
 30    Contractors  State  License  Board  until  1977, when he retired from both the
 31    Board and from the AGC; and
 32        WHEREAS, John served as the charter president of the Bronco Athletic Asso-
 33    ciation, chairman of the Golf Course Building Committee at Crane Creek Country
 34    Club, first parish council president of St. Mary's Catholic Church,  president
 35    of  the  Bishop  Kelly High School Booster Club, charter member of the Capital
 36    City Kiwanis Club, past chairman of the Boise  City  Planning  Commission  and
 37    past member of the B.P.O.E. Elks Lodge in Boise; and
 38        WHEREAS,  for  many  years  John  paid  surprise  visits on Christmas Eve,
 39    dressed as Santa Claus, to dozens of  Boise's  youngest  citizens,  delivering
 40    candy and presents as well as joy to them and their parents; and
 41        WHEREAS,  John's lobbying career was distinguished by its professionalism,
 42    humility, honesty, integrity and respect for the political process; and
 43        WHEREAS, John's lasting contributions to  the  state  of  Idaho,  city  of
 44    Boise,  Idaho  Legislature  and Idaho's construction industry will be felt for

  1    many decades to come.
  2        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
  3    sion  of  the  Fifty-ninth Idaho Legislature, the House of Representatives and
  4    the Senate concurring therein, that the lifetime achievements of  John  Pierre
  5    Molitor,  one  of the original Idaho legislative advisors, who served the AGC,
  6    the Idaho Legislature and the state of Idaho, with honor and  distinction,  be
  7    recognized and commended.

                      STATEMENT OF PURPOSE

                           RS 18125 
                                
     This resolution honors the lifetime achievements of John P.
Molitor, legislative adviser for the Associated General Contractors
for many years.  In an era when the U.S. construction industry was
often involved in contentious debate and conflict, Idaho's building
contractors operated efficiently and profitably, due in large part
to John Molitor's efforts as their advocate.
