                                 BY STATE AFFAIRS COMMITTEE

  1                                    A PROCLAMATION
  2    COMMEMORATING AND CELEBRATING THE 100TH ANNIVERSARY OF  THE  FOUNDING  OF  THE
  3        UNITED  STATES  ARMY  RESERVE AND HONORING THE MEN AND WOMEN OF THE UNITED
  4        STATES ARMY RESERVE.

  5        We, the members of the House of Representatives  of  the  State  of  Idaho
  6    assembled  in the Second Regular Session of the Fifty-ninth Idaho Legislature,
  7    do hereby proclaim:

  8        WHEREAS, on April 23, 1908, the Congress of the United States created  the
  9    Medical  Reserve  Corps,  a  group of 360 doctors formed to provide the nation
 10    with a reservoir of trained medical officers in a time of war; and
 11        WHEREAS, on April 23, 2008, the nation will celebrate the  100th  anniver-
 12    sary of the founding of the United States Army Reserve; and
 13        WHEREAS,  for 100 years the Army Reserve has expanded upon this successful
 14    model that leverages civilian skills and patriotism; and
 15        WHEREAS, in the event of national disasters such as hurricanes and  flood-
 16    ing, Army Reserve soldiers are on the scene to support humanitarian and relief
 17    operations; and
 18        WHEREAS,  soldiers  in  the  Army  Reserve use their civilian and military
 19    training  to  safeguard  the  nation's  data,  develop  secure  communications
 20    technologies, and maintain, process and troubleshoot military information sys-
 21    tems; and
 22        WHEREAS, the Army Reserve responds to  chemical  and  biological  threats,
 23    provides  biohazard  training  to federal agencies and plays a crucial role in
 24    the maintenance and supervision of nuclear, biological and chemical  detection
 25    and decontamination equipment; and
 26        WHEREAS,  soldiers in the Army Reserve operate the transportation and sup-
 27    ply systems that keep the Army in motion, supplying troops around  the  world;
 28    and
 29        WHEREAS,  during times of both war and peace, soldiers in the Army Reserve
 30    help countries establish or restore governmental institutions  and  functions;
 31    and
 32        WHEREAS,  Army  Reserve  soldiers  assist  U.S.  and  foreign governments,
 33    militaries and civilian populations with psychological operations during times
 34    of peace, crisis and conflict; and
 35        WHEREAS, the Army Reserve staffs most of the Army's hospitals, triage cen-
 36    ters, clinics and field medical care units as their medical capabilities often
 37    exceed active duty personnel capabilities because of the  civilian  experience
 38    they bring to the job; and
 39        WHEREAS,  the Army Reserve has played integral roles in World War I, World
 40    War II, Korea, Vietnam, the Cold  War,  Panama,  the  Persian  Gulf,  Somalia,
 41    Haiti, Bosnia, Kosovo, the Iraq War and the Global War on Terror; and
 42        WHEREAS,  the  Army  Reserve  is a vital part of the world's best military
 43    providing specialized, skill-rich services.
 44        NOW, THEREFORE, BE IT PROCLAIMED by the members of the House of  Represen-

  1    tatives  assembled in the Second Regular Session of the Fifty-ninth Idaho Leg-
  2    islature, that we join in commemoration and celebration of the 100th  anniver-
  3    sary  of  the  founding  of the United States Army Reserve and we respectfully
  4    honor the men and women of the United States Army Reserve  as  they  work  not
  5    only  to  defend  their  homeland  against  terrorist attack, but also to lend
  6    invaluable support to countries around the world that are searching and reach-
  7    ing for the kind of freedom we too often take for granted.

     This Proclamation is to commemorate and celebrate, on April
23, 2008, the 100th anniversary of the founding of the United States
Army Reserve and to honor the men and women of the United States
Army Reserve.
