                       STATEMENT OF PURPOSE

                             RS 17320

The purpose of these proposed changes is to adjust the compensation
received by the Board of Correction. The Board of Correction has
oversight and policy-making responsibilities over the state's
second largest agency. The Board's current compensation is fifty
dollars ($50) per day.

By way of a brief history, the compensation of the Board of
Correction was set at $4,000 per year, plus expenses, in 1947. See
Idaho Session Laws 1947, chapter 53, Section 8. In 1951, the
legislature enacted Idaho Code Section 20-208, which at that time
set the Board's compensation at $5,000 per year plus expenses. See
Idaho Session Laws 1951, chapter 217. Section 1. The Board's
current compensation was set when Idaho Code Section 20-208 was
amended in 1969 to provide for a daily salary of $50, plus
expenses. See Idaho Session Laws 1969, chapter 97, Section 4.
Thus, the Board's compensation has apparently remained unchanged
for the past 38 years.

                           FISCAL NOTE

The fiscal impact is an increase from $4,500 in personnel costs to
$8,000.
