Statement of Purpose / Fiscal Impact

                       STATEMENT OF PURPOSE

                             RS 17778

This bill provides for a scholarship for dependents of Idaho's
members of the military service who are disabled (totally and
permanently from any employment), as a result of injuries
incurred while engaged in the conflict in Iraq and Afghanistan.

                           FISCAL NOTE

The fiscal impact is dependent upon the total number of Idaho
military personnel who incur disabling injuries while serving
their state and nation in Operation Iraqi Freedom and Operation
Enduring Freedom. A fiscal impact is expected of $13,000 per
student per year of scholarship granted. Annual fiscal impact
would be $65,000 beginning FY 2010 and for the following ten
years.
