APPROPRIATIONS - HEALTH AND WELFARE DEPARTMENT - Amends existing law to
revise the appropriation to provide additional moneys to the Department of
Health and Welfare for mental health services in the Children's Mental
Health Program and Community Mental Health Services Program for fiscal year
2008.

  1                                        AN ACT
  2    RELATING TO THE APPROPRIATION TO THE DEPARTMENT OF HEALTH AND WELFARE;  AMEND-
  3        ING  SECTION  1, CHAPTER 302, LAWS OF 2007, TO REVISE THE APPROPRIATION TO
  4        THE DEPARTMENT OF HEALTH AND WELFARE FOR MENTAL  HEALTH  SERVICES  IN  THE
  5        CHILDREN'S MENTAL HEALTH PROGRAM; AMENDING SECTION 3, CHAPTER 302, LAWS OF
  6        2007,  TO REVISE THE APPROPRIATION TO THE DEPARTMENT OF HEALTH AND WELFARE
  7        FOR MENTAL HEALTH SERVICES IN THE COMMUNITY  MENTAL  HEALTH  PROGRAM;  AND
  8        DECLARING AN EMERGENCY.

  9    Be It Enacted by the Legislature of the State of Idaho:

 10        SECTION 1.  That Section 1, Chapter 302, Laws of 2007, be, and the same is
 11    hereby amended to read as follows:

 12        SECTION  1.  There  is hereby appropriated to the Department of Health and
 13    Welfare for mental health services in the Children's Mental Health Program the
 14    following amounts to be expended according to the designated  expense  classes
 15    from the listed funds for the period July 1, 2007, through June 30, 2008:

 21        SECTION  3.  An  emergency  existing  therefor,  which emergency is hereby
 22    declared to exist, this act shall be in full force and effect on and after its
 23    passage and approval.

Statement of Purpose / Fiscal Impact


Statement of Purpose

This bill is a supplemental appropriation for the Department of Health and Welfare for the Division of Mental Health Services. This bill increases the Childrens Mental Health FY 2008 budget by $320,300 in General Fund monies to pay for attorney fees for the Jeff D. lawsuit. This bill also decreases the Community Mental Health FY 2008 budget by $590,000 in General Funds. The funding will be reappropriated to pay back a Medicare audit in the State Hospital South budget. Finally this FY 2008 supplemental appropriation bill increases the dedicated fund appropriation by $458,600 in the Community Mental Health program to pay for personnel costs.

Fiscal Note

The net fiscal impact of this appropriation bill is a $269,700 reduction in General Funds and a $458,600 increase in dedicated funds for a total appropriation increase of $188,900.
