  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE OFFICE OF THE GOVERNOR FOR  THE  OFFICE
  3        OF  DRUG POLICY FOR FISCAL YEAR  2008; APPROPRIATING ADDITIONAL MONEYS FOR
  4        SUBSTANCE ABUSE SERVICES FOR FISCAL YEAR 2008; AND DECLARING AN EMERGENCY.

  5    Be It Enacted by the Legislature of the State of Idaho:

  6        SECTION 1.  In addition to the appropriation provided  by  law,  there  is
  7    hereby  appropriated to the Office of the Governor for the Office of Drug Pol-
  8    icy the following amount to be expended according to  the  designated  expense
  9    class from the listed fund for the period July 1, 2007, through June 30, 2008:

 14        SECTION  2.  In addition to any other appropriation provided by law, there
 15    is hereby appropriated the following amounts to the designated state  agencies
 16    for  substance  abuse  services  to  be  expended  according to the designated
 17    expense classes from the listed funds for the period  July  1,  2007,  through
 18    June 30, 2008:

 20       SUBSTANCE ABUSE TREATMENT AND SERVICES PROGRAM:

Statement of Purpose / Fiscal Impact


Statement of Purpose

The Office of Drug Policy was established by the Governor and approved in statute by the 2007 Idaho Legislature. The office is responsible for oversight of statewide substance abuse services and expenditures. All enhancement to the statewide substance abuse system must be requested through the Office of Drug Policy budget. This FY 2008 supplemental appropriation bill is for the Office of Drug Policy and Statewide Substance Abuse Services. This bill appropriates additional funds to the Office of Drug Policy for operating costs. This bill also appropriates additional funding for Statewide Substance Abuse Services for community based treatment, for training of providers to use the GAIN substance abuse assessment, and for purchase of a statewide database system.

Fiscal Note

This FY 2008 supplemental bill appropriates $2,412,900 from the General Fund and $1,170,300 from the Substance Abuse Treatment fund for a total of $3,583,200; of which $29,100 from the General Fund is ongoing.
