  1                               A CONCURRENT RESOLUTION
  2    STATING LEGISLATIVE FINDINGS AND REQUESTING THE PROFESSIONAL STANDARDS COMMIS-
  3        SION OF THE STATE DEPARTMENT OF EDUCATION TO STUDY AND ISSUE A REPORT MAK-
  4        ING RECOMMENDATIONS CONCERNING THE TRAINING OF  SCHOOL  ADMINISTRATORS  IN
  5        TEACHER SUPERVISION AND EVALUATION.

  6    Be It Resolved by the Legislature of the State of Idaho:

  7        WHEREAS,  teacher  quality  is one of the most important factors affecting
  8    student learning and achievement; and
  9        WHEREAS, administrative leadership including, specifically,  administrator
 10    expertise in the supervision of teachers and the evaluation of teacher perfor-
 11    mance, is critical to teacher quality; and
 12        WHEREAS,  many  Idaho  school administrators have either not received high
 13    quality training in the supervision and evaluation of teachers or the training
 14    they have received is dated, no longer current or occurred many years prior to
 15    their becoming administrators; and
 16        WHEREAS, administrators sufficiently trained  in  current  best  practices
 17    concerning teacher supervision and evaluation who participate in such training
 18    will likely have a positive effect on teacher quality and, in turn, on student
 19    learning and achievement.
 20        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 21    sion of the Fifty-ninth Idaho Legislature, the Senate and the House of  Repre-
 22    sentatives  concurring  therein, that the Professional Standards Commission of
 23    the State Department of Education is requested to study the issue of  adminis-
 24    trator  training,  including opportunities for mentoring and continuing skills
 25    development, in the areas  of  teacher  supervision  and  evaluation,  and  is
 26    requested  to issue a report to the chairmen of the Senate and House of Repre-
 27    sentatives Education Committees by no later  than  September  1,  2008,  which
 28    report  should  contain  specific, practical recommendations for improving and
 29    enhancing the training of administrators in teacher  supervision  and  evalua-
 30    tion.

                       STATEMENT OF PURPOSE

                             RS 17871

The purpose of this concurrent resolution is to recognize the
need for and beneficial effect of additional and improved
training for school administrators in the areas of teacher
supervision and evaluation and to direct the Professional
Standards Committee of the State Department of Education to study
and make recommendations concerning training administrators, both
initial and continuing, in the above areas. 



                           FISCAL NOTE

If the Department of Education will fund this study, there will
be no fiscal impact.  If not, it is estimated that the sum of
$10,000 will be required and a supplemental appropriation is
requested so that the study can commence as soon as possible.
