]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature Second Regular Session - 2008IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 130 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 EXPRESSING FINDINGS OF THE LEGISLATURE AND REQUESTING THE GOVERNOR, THE 3 DEPARTMENT OF AGRICULTURE AND THE DEPARTMENT OF COMMERCE TO JOINTLY IDEN- 4 TIFY ONE WEEK IN EACH CALENDAR YEAR TO CONDUCT OUTREACH AND EDUCATION ON 5 THE INTERDEPENDENCE BETWEEN IDAHO'S URBAN AND RURAL ECONOMIES, TO SEEK NEW 6 OPPORTUNITIES FOR RURAL AND URBAN COLLABORATION AND TO ENCOURAGE INDIVID- 7 UAL CITIES AND RURAL COMMUNITIES THROUGHOUT THE STATE TO CONDUCT SIMILAR 8 OBSERVANCES. 9 Be It Resolved by the Legislature of the State of Idaho: 10 WHEREAS, the social, cultural and economic interdependence that connects 11 Idaho's rural and urban areas is both a historic strength of the state and an 12 asset desirable to retain into the future; and 13 WHEREAS, the advance of technology to improve food, fiber and building 14 material production, processing and marketing has only furthered the 15 interdependence between the core economic forces in Idaho's urban and rural 16 areas; and 17 WHEREAS, modern agricultural practices being implemented throughout 18 Idaho's rural areas rely increasingly on microprocessors and advanced 19 information-based technologies produced and available in Idaho's urban areas; 20 and 21 WHEREAS, the core industrial market for microprocessors and information 22 technologies is in applications required for the production, manufacturing, 23 distribution or otherwise adding value to food, fiber or building materials 24 purchased and used by consumers; and 25 WHEREAS, more than one in seven jobs in Idaho's urban areas are directly 26 attributable to the production and processing of goods derived from Idaho's 27 rural areas according to the State Fact Sheet--Idaho prepared by the United 28 States Department of Agriculture Economic Research Services; and 29 WHEREAS, many opportunities exist for enhancing the economic strengths of 30 the state of Idaho by furthering partnerships and collaborations between rural 31 industries and the goods and services available in Idaho cities; and 32 WHEREAS, an opportunity to identify, promote, expand upon and celebrate 33 Idaho's successful rural and urban partnerships will help to secure such 34 successes into the future. 35 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 36 sion of the Fifty-ninth Idaho Legislature, the Senate and the House of Repre- 37 sentatives concurring therein, that we request the Governor of the State of 38 Idaho, the Idaho Department of Agriculture and the Idaho Department of Com- 39 merce to jointly identify one week each year in which to conduct outreach and 40 education on the interdependence between Idaho's urban and rural economies, to 41 seek new opportunities for rural and urban collaboration and to encourage 42 individual cities and rural communities throughout the state to conduct simi- 43 lar observances.
STATEMENT OF PURPOSE RS 17892 This Concurrent Resolution would designate one week per year as Farm City Week. It expresses the desire of the Legislature to focus existing education and outreach resources in the Idaho Departments of Agriculture and Commerce on an area of proven economic development success: the promotion of partnerships and business collaborations between rural and urban businesses. Such educational and promotional events have existed as part of the National Farm City Program for over 54 years. FISCAL IMPACT None. The tasks described in this resolution are within the existing duties, responsibilities and budgets of the participating agencies.
