]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature Second Regular Session - 2008IN THE SENATE SENATE JOINT MEMORIAL NO. 110 BY STATE AFFAIRS COMMITTEE 1 A JOINT MEMORIAL 2 TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN CONGRESS 3 ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF 4 IDAHO IN THE CONGRESS OF THE UNITED STATES. 5 We, your Memorialists, the Senate and the House of Representatives of the 6 State of Idaho assembled in the Second Regular Session of the Fifty-ninth 7 Idaho Legislature, do hereby respectfully represent that: 8 WHEREAS, Section 4, Article 4 of the United States Constitution declares: 9 "The United States shall guarantee to every state in this Union a republican 10 form of government, and shall protect each of them against invasion; and on 11 application of the legislature, or of the executive (when the legislature can 12 not be convened) against domestic violence."; and 13 WHEREAS, even conservative estimates of the number of illegal immigrants 14 residing in the United States range from twelve million to twenty million, 15 with some estimates as high as thirty million; and 16 WHEREAS, the illegal entry into the United States by tens of millions of 17 illegal immigrants approaches ten percent of this nation's population and 18 should be considered an invasion; and 19 WHEREAS, the federal government has allowed this illegal immigration inva- 20 sion to occur at an accelerating pace for the last several decades; and 21 WHEREAS, the North American Free Trade Agreement (NAFTA) and the Security 22 and Prosperity Partnership of North America (SPP) are being used to nullify 23 the Declaration of Independence and the United States Constitution. 24 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 25 sion of the Fifty-ninth Idaho Legislature, the Senate and the House of Repre- 26 sentatives concurring therein, that we emphatically urge and petition the 27 President of the United States and the Congress of the United States and par- 28 ticularly the congressional delegation representing the state of Idaho to 29 honor their oath of office to "support and defend the Constitution of the 30 United States" by passing the necessary and appropriate legislation to resolve 31 the illegal immigration crisis by: 32 (1) Securing our national borders; 33 (2) Stopping illegal immigration, including the ending of economic 34 incentives for illegal immigration; 35 (3) Ending birthright citizenship for children of illegal immigrants; and 36 (4) Rejecting any form of amnesty for illegal immigrants. 37 BE IT FURTHER RESOLVED that the Secretary of the Senate be, and she is 38 hereby authorized and directed to forward a copy of this Memorial to the Pres- 39 ident of the United States, the President of the Senate and the Speaker of the 40 House of Representatives of Congress, and the congressional delegation repre- 41 senting the State of Idaho in the Congress of the United States.
STATEMENT OF PURPOSE RS 17823C1 The purpose of this legislation is to send the message to the Congress of the United States, and particularly the congressional delegation representing the State of Idaho that the Second Regular Session of the Fifty-ninth Idaho Legislature, the Senate and the House of Representatives concurring therein, that the Congress of the United States, and particularly the congressional delegation representing the State of Idaho, are hereby urged and petitioned to honor their oath of office to "support and defend the Constitution of the United States by: (1) Securing our national borders; (2) Stopping illegal immigration, including the ending of economic incentives for illegal immigration; (3) Ending birthright citizenship for children of illegal immigrants; (4) Rejecting any form of amnesty for illegal immigrants.
