|PROPERTY TAX – Adds to existing law to exempt from the property tax any increase in excess of three percent per year in the net taxable value of real property or operating property of a taxpayer; to define terms; to provide the effect of a change in status; to provide that tax year 2007 is the base year for calculation; and to provide that the exemption does not apply to forest lands.|
