1 AN ACT
2 APPROPRIATING MONEYS FOR THE DIVISION OF VOCATIONAL REHABILITATION FOR FISCAL
3 YEAR 2004; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND
4 EXPRESSING LEGISLATIVE INTENT WITH REGARD TO SHARING RESOURCES.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the State Board of Education
7 for the Division of Vocational Rehabilitation the following amounts to be
8 expended for the designated programs according to the designated expense clas-
9 ses from the listed funds for the period July 1, 2003, through June 30, 2004:

3 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Division
4 of Vocational Rehabilitation is authorized no more than one hundred fifty
5 (150) full-time equivalent positions at any point during the period July 1,
6 2003, through June 30, 2004, for the programs specified in Section 1 of this
7 act, unless specifically authorized by the Governor. The Joint Finance-
8 Appropriations Committee will be notified promptly of any increased positions
9 so authorized.
10 SECTION 3. In order to promote administrative efficiency among the Office
11 of the State Board of Education, the Division of Professional-Technical Educa-
12 tion, and the Division of Vocational Rehabilitation, it is the intent of the
13 Legislature that the fiscal, human resources, information technology, and
14 reception functions funded by this appropriation be shared with the Office of
15 the State Board of Education and the Division of Professional-Technical Educa-
16 tion.
17 Sharing these resources shall not change the mission or purpose of the
18 Division of Vocational Rehabilitation and shall not negatively affect its
19 ability to carry out its mission.

This is the appropriation for the Division of Vocational Rehabilitation for fiscal year 2004. The bill appropriates $3,673,000 from the General Fund, $1,038,900 from dedicated funds, and $12,733,400 from federal funds for a total of $17,445,300; full-time positions are capped at 150; and intent language is included that directs Vocational Rehabilitation to share its fiscal, human resources, information technology, and reception functions with the Office of the State Board of Education and the Division of Professional-Technical Education in an effort to promote administrative efficiency.
