SPEAKER Requested by: Bureau of Occupational Licenses 1 AN ACT 2 RELATING TO THE BOARD OF PODIATRY; AMENDING SECTION 54-606, IDAHO CODE, TO 3 PROVIDE THAT THE EXAMINATION FEE SHALL NOT EXCEED SIX HUNDRED DOLLARS, TO 4 DELETE LANGUAGE REFERENCING FEES OF A NATIONAL EXAMINING ENTITY AND TO 5 MAKE TECHNICAL CORRECTIONS; AND AMENDING SECTION 54-613, IDAHO CODE, TO 6 DELETE A REFERENCE TO EXAMINATION FEES. 7 Be It Enacted by the Legislature of the State of Idaho: 8 SECTION 1. That Section 54-606, Idaho Code, be, and the same is hereby 9 amended to read as follows: 10 54-606. STATE BOARD OF PODIATRY -- EXAMINATION FOR LICENSES. Every per- 11 son, except as hereinafter provided, desiring to commence the practice of 12 podiatry within this state, shall make written application to the state board 13 of podiatry, upon forms to be prescribed and furnished by the board, for a 14 license so to do. Such applications shall be accompanied by a fee as estab- 15 lished by board rule not to exceed four hundred dollars ($400). Each applicant 16 shall be at least twenty-one (21) years of age, of good moral character, have 17 completed an accredited podiatric residency, as defined by board rule, and be 18 a graduate of some reputable school of podiatry accredited by the board. A 19 reputable school of podiatry for the purposes herein shall mean a school of 20 podiatry requiring for graduation the graduation from an accredited high 21 school, credits granted for at least two (2) full years of general college 22 study in a college or university of recognized standing, and four (4) full 23 years of study in such school of podiatry or its equivalent. 24 Except as herein otherwise provided, each applicant shall be examined by 25 the board to determine his knowledge of the subjects taught in reputable 26 schools of podiatry, and which examinations shall include the following sub- 27 jects: Anatomy, histology, pathology, bacteriology, physiology, surgery, 28 roentgenology, podiatric medicine, chemistry, dermatology, materia medica, 29 diagnosis, therapeutics, clinical and orthopedic podiatry, limited in scope to 30 podiatry. Additional subjects may be prescribed from time to time by the 31 board. Examinations may be in one (1) or more of the following formats: writ- 32 ten, oral and practical. A candidate for licensure may be required to take and 33 pass one (1) or more examinations as set forth in board rule. 34 The board shall also collect a separate fee from all applicants for exami- 35 nation. The examination fee shallequal that charged by the national examining36entitynot exceed six hundred dollars ($600), together with an additional 37 twenty-five dollar ($25.00) administration fee. 38 No applicant shall be granted a license who shall fail to obtain a satis- 39 factory score as established by the board on all the subjects examined upon. 40 Should any applicant fail on such examination and by reason thereof be refused 41 a license, he shall be entitled within six (6) months of such refusal to are-42examinationreexamination upon payment of an additional fee as established by 43 board rule not to exceed four hundred dollars ($400) to the board; provided, 2 1 however, that two (2) suchre-examinationsreexaminations shall exhaust his 2 privilege under his original application. 3 SECTION 2. That Section 54-613, Idaho Code, be, and the same is hereby 4 amended to read as follows: 5 54-613. LICENSE BY ENDORSEMENT. The board may issue a license to an 6 applicant by endorsement where the applicant has passed an examination for and 7 is currently licensed to practice podiatry in another state. The applicant 8 must satisfy in all other respects the requirements for licensure in this act 9 and any rules adopted by the board. All applications for licensure by endorse- 10 ment must be accompanied by an application feeand by an examination feeas 11 established by board rule not to exceed four hundred dollars ($400).
STATEMENT OF PURPOSE RS 12369C1 54-606 to strike reference to a national examination entity and set a cap on the examination fee. FISCAL IMPACT There will be no impact on General funds. There will be no fiscal impact on Dedicated funds until rules are passed. The additional amount that would be realized at that time if the entire fee cap was requested would be an approximate increase of $1200.00 per year. This fee will allow the Board to recover development costs and cover administrative costs.
