POLITICAL PARTY CONVENTION - Amends existing law to provide that a state
convention shall be held by each political party in each election year at a
time and place determined by the state central committee; to provide that the
names of the presidential and vice-presidential candidates and presidential
electors of a political party shall be certified to the Secretary of State on
or before September 1, unless a five day extension is granted by the Secretary

  1                                        AN ACT
  2    RELATING TO POLITICAL PARTIES; AMENDING SECTION 34-707, IDAHO CODE, TO PROVIDE
  3        THAT A STATE CONVENTION SHALL BE HELD BY  EACH  POLITICAL  PARTY  IN  EACH
  4        ELECTION  YEAR AT A TIME AND PLACE DETERMINED BY THE STATE CENTRAL COMMIT-
  5        TEE; AND AMENDING SECTION 34-711, IDAHO CODE, TO PROVIDE  THAT  THE  NAMES
  6        OF  THE  PRESIDENTIAL  AND  VICE-PRESIDENTIAL  CANDIDATES AND PRESIDENTIAL
  7        ELECTORS OF A POLITICAL PARTY SHALL BE CERTIFIED TO THE SECRETARY OF STATE
  8        ON OR BEFORE SEPTEMBER 1 UNLESS A FIVE DAY EXTENSION  IS  GRANTED  BY  THE
  9        SECRETARY OF STATE AND TO MAKE A TECHNICAL CORRECTION.
                                                                        
 10    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
 11        SECTION  1.  That  Section  34-707, Idaho Code, be, and the same is hereby
 12    amended to read as follows:
                                                                        
 13        34-707.  PARTY CONVENTIONS. A state  convention  shall  be  held  by  each
 14    political  party  in  each election year during the final two (2) weeks of the
 15    month of June of said year at a time and place determined by the state central
 16    committee. The state central committee chairman shall preside and cause notice
 17    to be given to each legislative district central  committee  and  each  county
 18    central committee at the earliest possible date.
 19        Each  state convention shall write and adopt rules and regulations govern-
 20    ing the conduct of their respective conventions.
 21        At their convention each political party may:
 22        (1)  Adopt and write a party platform.
 23        (2)  Elect any desired officers not otherwise provided for by law.
 24        (3)  In the year of presidential elections  (a)  elect  delegates  to  the
 25    national  convention  in  the  manner  prescribed by national party rules; (b)
 26    elect a national committeeman and a national committeewoman;  and  (c)  select
 27    presidential electors.
 28        (4)  Adopt  rules,  regulations  and  directives regarding party policies,
 29    practices and procedures.
                                                                        
 30        SECTION 2.  That Section 34-711, Idaho Code, be, and the  same  is  hereby
 31    amended to read as follows:
                                                                        
 32        34-711.  CERTIFICATION  OF  CANDIDATES  FOR PRESIDENT, VICE-PRESIDENT VICE
 33    PRESIDENT AND PRESIDENTIAL ELECTORS. The  state  chairman  of  each  political
 34    party shall certify the names of the presidential and vice-presidential candi-
 35    dates and presidential electors to the secretary of state on or before Septem-
 36    ber  1,  unless a five (5) day extension is granted by the secretary of state,
 37    in order for them to appear on the general election ballot. The  secretary  of
 38    state  shall  certify such candidates to the county clerks at the same time as
 39    certification of political party candidates nominated for  state  and  federal
 40    offices by the voters in the primary election.

                       STATEMENT OF PURPOSE

The purpose of this legislation is to allow the political parties
more flexibility in setting their convention dates and to give
them a few more days in presidential years to certify their
candidates and electors.
