2 RELATING TO CAMPAIGN CONTRIBUTIONS; AMENDING CHAPTER 66, TITLE 67, IDAHO CODE,
3 BY THE ADDITION OF A NEW SECTION 67-6610D, IDAHO CODE, TO REQUIRE THAT
4 CAMPAIGN CONTRIBUTIONS IN EXCESS OF TWO HUNDRED DOLLARS BE ACCOMPANIED BY
5 A STATEMENT OF THE CONTRIBUTOR'S OCCUPATION, EMPLOYER AND EMPLOYER'S
6 ADDRESS IF THE CONTRIBUTOR IS EMPLOYED; AND AMENDING SECTION 67-6612,
7 IDAHO CODE, TO REQUIRE THAT STATEMENTS CONTAIN THE OCCUPATION, EMPLOYER
8 AND EMPLOYER'S ADDRESS OF PERSONS CONTRIBUTING OVER TWO HUNDRED DOLLARS
9 AND TO MAKE TECHNICAL CORRECTIONS.
10 Be It Enacted by the Legislature of the State of Idaho:
11 SECTION 1. That Chapter 66, Title 67, Idaho Code, be, and the same is
12 hereby amended by the addition thereto of a NEW SECTION, to be known and des-
13 ignated as Section 67-6610D, Idaho Code, and to read as follows:
14 67-6610D. CONTRIBUTION IN EXCESS OF TWO HUNDRED DOLLARS. Any person who
15 contributes more than two hundred dollars ($200) (including one (1) or more
16 smaller contributions which aggregate more than two hundred dollars ($200) in
17 any one (1) calendar year) to a candidate or political committee shall accom-
18 pany the contribution with a statement of his full name, complete address, his
19 occupation, and his employer's full name and complete address. If the contrib-
20 utor is not employed, the statement shall reflect that fact.
21 If a political treasurer is offered or receives a payment or contribution
22 of more than two hundred dollars ($200), or which together with prior contri-
23 butions from the same person during that calendar year exceeds two hundred
24 dollars ($200), and there is no statement of the full name, complete address,
25 the person's occupation and the person's employer's full name and complete
26 address, if the person is employed, the contribution shall be returned to the
27 contributor if his identity can be ascertained. If the contributor's identity
28 and supplemental information cannot be ascertained, the contribution shall be
29 transmitted immediately by the political treasurer who received it to the
30 state controller for deposit in the public school fund.
31 SECTION 2. That Section 67-6612, Idaho Code, be, and the same is hereby
32 amended to read as follows:
33 67-6612. CONTENTS OF REPORTS. (a) A statement filed under sections
34 67-6607, 67-6608, or 67-6610 or 67-6610D, Idaho Code, shall set forth:
35 (1) Under contributions, a list of all the contributions received,
36 including funds or property of the candidate used to cover expenditures. The
37 statement shall list the full name and complete address of each person who
38 contributed an aggregate amount of more than fifty dollars ($50.00), and the
39 amount contributed by that person, or if the contributions aggregate more than
40 two hundred dollars ($200), the full name, complete address, the person's
41 occupation, and the person's employer's full name and complete address, if the

1 person is employed. The statement may list as a single item the total amount
2 of contributions of fifty dollars ($50.00) or less each obtained in similar
3 fashion.
4 (2) Under expenditures the name and address of each person to whom an
5 expenditure was made in the amount of twenty-five dollars ($25.00) or more,
6 and the amount, date, and purpose of each such expenditure. Each expenditure
7 in the amount of twenty-five dollars ($25.00) or more shall be vouched for by
8 a receipt or cancelled canceled check or an accurate copy thereof. The state-
9 ment may list as a single item the total amount of expenditures less than
10 twenty-five dollars ($25.00) without showing the exact amount of or vouching
11 for each such expenditure. Anything of value paid for or contributed by any
12 person shall be listed both as an expenditure and as a contribution.
STATEMENT OF PURPOSE
RS 13106
This bill brings Idaho in line with the federal campaign
disclosure requirements. It would require that if an individual
contributes $200 or more to a political campaign or candidate
that they disclose their occupation and employer.

There is no impact to the general fund.
