BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS TO THE OFFICE OF THE GOVERNOR FOR THE OFFICE OF SPECIES
3 CONSERVATION FOR FISCAL YEAR 2004; AND LIMITING THE NUMBER OF FULL-TIME
4 EQUIVALENT POSITIONS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the Office of the Governor for
7 the Office of Species Conservation the following amounts, to be expended
8 according to the designated expense classes from the listed funds for the
9 period July 1, 2003, through June 30, 2004:

22 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Office of
23 Species Conservation is authorized no more than six (6) full-time equivalent
24 positions at any point during the period July 1, 2003, through June 30, 2004,
25 for the program specified in Section 1 of this act, unless specifically autho-
26 rized by the Governor. The Joint Finance-Appropriations Committee will be
27 notified promptly of any increased positions so authorized.

The budget is an overall reduction of 26.3% from the original FY 2003 budget due to the removal of $688,000 in unused federal spending authority and the removal of $40,000 in general funds. The general fund cut will require the agency to use more federal funding for salary costs than in the past or eliminate one position.
Note: The figures shown for the “Budget Reduction (Negative Supplemental)” in the Fiscal Note are those recommended by the Governor. The final status of the negative supplemental was not known at the time the FY 2004 appropriation was set.
