1 AN ACT
2 APPROPRIATING MONEYS TO THE DEPARTMENT OF COMMERCE FOR FISCAL YEAR 2004;
3 EXPRESSING LEGISLATIVE INTENT WITH REGARD TO THE GEM COMMUNITY IMPLEMENTA-
4 TION GRANTS PROGRAM; AND LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSI-
5 TIONS.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. There is hereby appropriated to the Department of Commerce the
8 following amounts from the listed funds to be expended according to the desig-
9 nated expense classes for the period July 1, 2003, through June 30, 2004:

40 SECTION 2. It is legislative intent that the Department of Commerce
41 should use $400,000 from the Rural Economic Development Grants program to
42 fully fund the Gem Community Implementation Grants program.

1 SECTION 3. In accordance with Section 67-3519, Idaho Code, the Department
2 of Commerce is authorized no more than fifty-four (54) full-time equivalent
3 positions at any point during the period July 1, 2003, through June 30, 2004,
4 for the program specified in Section 1 of this act, unless specifically autho-
5 rized by the Governor. The Joint Finance-Appropriations Committee will be
6 notified promptly of any increased positions so authorized.

This budget includes one program enhancement in the amount of $112,000 in dedicated and federal funds for the Idaho Rural Partnership.
This budget reflects a General Fund reduction of 7.1% from the original FY 2003 budget.
Note: The figure shown for the “Budget Reduction (Neg. Supp.)” in the Fiscal Note is the original amount recommended by the Governor. The final status of the negative supplemental was not known at the time this FY 2004 appropriation was set.
