1 AN ACT
2 APPROPRIATING MONEYS TO THE SUPERINTENDENT OF PUBLIC INSTRUCTION/STATE DEPART-
3 MENT OF EDUCATION FOR FISCAL YEAR 2004; AND LIMITING THE NUMBER OF FULL-
4 TIME EQUIVALENT POSITIONS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the Superintendent of Public
7 Instruction/State Department of Education the following amounts, to be
8 expended according to the designated expense classes from the listed funds for
9 the period July 1, 2003, through June 30, 2004:

35 SECTION 2. In accordance with Section 67-3519, Idaho Code, the State
36 Department of Education is authorized no more than one hundred twenty-two
37 (122) full-time equivalent positions at any point during the period July 1,
38 2003, through June 30, 2004, unless specifically authorized by the Governor.
39 The Joint Finance-Appropriations Committee will be notified promptly of any
40 increased positions so authorized.

This budget includes a 7.1% reduction in General Fund support. The only items funded include minor Non-Standard Adjustments for interagency billings. This budget also transfers the $145,930,000 in federal funds, which is the portion of the federal funds budget that is passed through to local school districts, to the Public Schools budget.
