BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS FOR THE IDAHO EDUCATIONAL PUBLIC BROADCASTING SYSTEM FOR
3 FISCAL YEAR 2004; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS;
4 AND EXPRESSING LEGISLATIVE INTENT WITH REGARD TO DIGITAL BROADCASTING
5 UPGRADES.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. There is hereby appropriated to the State Board of Education
8 for the Idaho Educational Public Broadcasting System the following amounts to
9 be expended according to the designated expense classes from the listed funds
10 for the period July 1, 2003, through June 30, 2004:

20 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho Edu-
21 cational Public Broadcasting System is authorized no more than thirty-five
22 (35) full-time equivalent positions to be funded by the appropriation in Sec-
23 tion 1 of this act, at any point during the period July 1, 2003, through June
24 30, 2004, unless specifically authorized by the Governor. The Joint Finance-
25 Appropriations Committee will be notified promptly of any increased positions
26 so authorized.
27 SECTION 3. Any unspent moneys appropriated for digital broadcasting
28 upgrades during the period July 1, 2001, through June 30, 2003, shall be
29 encumbered for the purposes of upgrading broadcast equipment and translators
30 to digital broadcast standards, during the period July 1, 2003, through June
31 30, 2004. Highest priority shall be given to upgrading the broadcast
32 translator station at Sandpoint, Idaho. This appropriation acknowledges that
33 additional grant funds may become available to support digital broadcasting
34 and equipment upgrades. It is legislative intent that Idaho Public Television
35 seek such funds to supplement General Fund moneys encumbered for digital
36 broadcasting and equipment upgrades by this act.

The Fiscal Year 2004 appropriation for Idaho Public Television (IPTV) includes an initial 3.5% General Fund budget reduction, plus funding for personnel benefit cost increases and Non-Standard Adjustments, which include $44,900 in interagency billings, $10,300 for increased rent costs, $25,100 for increased electricity costs, and $4,300 for a ground lease from the Idaho Department of Lands at the Twin Falls transmitter site.
This bill also includes language that will allow IPTV to utilize any savings left from current digital transmission upgrade projects for further digital equipment upgrades in Fiscal Year 2004, beginning with the translator station in Sandpoint, Idaho.
