balances; and authorizes the deposit of certain funds in a contingency
reserve fund.

BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS FOR THE IDAHO SCHOOL FOR THE DEAF AND THE BLIND FOR FIS-
3 CAL YEAR 2004; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; RE-
4 APPROPRIATING CERTAIN UNEXPENDED AND UNENCUMBERED BALANCES; AUTHORIZING
5 FUND DEPOSITS; DECLARING AND EMERGENCY AND PROVIDING AN EFFECTIVE DATE.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. There is hereby appropriated to the State Board of Education
8 for the Idaho School for the Deaf and the Blind the following amounts, to be
9 expended from the listed funds for the period July 1, 2003, through June 30,
10 2004:

13 Idaho School for the Deaf and the Blind Income Fund 196,500
14 Federal Grant Fund 127,100
15 Miscellaneous Revenue Fund 108,100
16 TOTAL $7,615,300
17 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho
18 School for the Deaf and the Blind is authorized no more than one hundred
19 twenty-one and fifty-two hundredths (121.52) full-time equivalent positions at
20 any point during the period July 1, 2003, through June 30, 2004, unless spe-
21 cifically authorized by the Governor. The Joint Finance-Appropriations Commit-
22 tee will be notified promptly of any increased positions so authorized.
23 SECTION 3. There is hereby reappropriated to the State Board of Education
24 for the Idaho School for the Deaf and the Blind, the unexpended and unencum-
25 bered balance of any funds, except the General Fund moneys appropriated by
26 Section 1, Chapter 339, Laws of 2002, to be used for nonrecurring expenditures
27 only for the period July 1, 2003, through June 30, 2004.
28 SECTION 4. The Idaho School for the Deaf and the Blind may deposit any
29 funds appropriated by Section 1, Chapter 339, Laws of 2002, in a contingency
30 reserve fund created pursuant to Section 33-3409, Idaho Code.
31 SECTION 5. An emergency existing therefor, which emergency is hereby
32 declared to exist, this act shall be in full force and effect on and after
33 July 1, 2003.

The Fiscal Year 2004 appropriation for the Idaho School for the Deaf and Blind (ISDB) includes no budget cuts, as recommended by the Governor. This has the effect of treating ISDB, which is responsible for the K-12 education of deaf and blind students, in a similar manner as regular public schools, which also did not receive a General Fund budget reduction. The budget for ISDB includes funding for the increased costs of personnel benefits, dedicated funding for the replacement of old equipment, and minor Non-Standard Adjustments for interagency billings.
