  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE CONCERNING THE IMPACTS OF OBESITY  ON  THE
  3        CITIZENS OF IDAHO AND DECLARING JANUARY THROUGH MARCH AS OBESITY AWARENESS
  4        MONTHS.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS,  Idaho's  leaders  have a responsibility to encourage and promote
  7    healthy lifestyles for the citizens  of  this  state  including  communicating
  8    information about healthy diet and the importance of physical activity; and
  9        WHEREAS,  poor  health in the form of obesity and inactivity has increased
 10    dramatically in recent years as evidenced by the following:
 11        (A)  More than one-half of all American adults are overweight,  represent-
 12        ing approximately 69 million people;
 13        (B)  According to the Centers for Disease Control, in the year 2000, prev-
 14        alence  of obesity among U.S. adults was approximately 19.8%, up 61% since
 15        1991;
 16        (C)  Only 22% of American adults get recommended regular physical activity
 17        of any intensity during leisure time, and only  15%  get  the  recommended
 18        amount of vigorous activity;
 19        (D)  Obesity leads to a 50-100% increase in risk of death from all causes,
 20        over 280,000 Americans die each year from obesity-related disease;
 21        (E)  An astounding 15% of all children and adolescents are now overweight,
 22        this number having nearly doubled in the last two decades;
 23        (F)  In  1990,  fewer than 4% of childhood diabetes cases were type 2, but
 24        that number has risen to approximately 20%, and of the children  diagnosed
 25        with type 2 diabetes, 85% are obese;
 26        (G)  Because  the prevalence of type 2 diabetes has tripled in the last 30
 27        years, more people will live with diabetes longer, with greater chances of
 28        developing disabling, life-threatening complications of diabetes;
 29        (H)  The direct costs of inactivity and obesity account for  approximately
 30        9.4%  of  national  health  care  expenditures, costs reaching at the very
 31        least 39.3 billion dollars; and
 32        WHEREAS, citizens will be made more aware of the growing problems  related
 33    to  obesity and inactivity if given pertinent information and if good examples
 34    are set by leaders of the community.
 35        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 36    of the Fifty-seventh Idaho Legislature, the House of Representatives  and  the
 37    Senate  concurring therein, that the months of January through March 2003 (the
 38    months of the legislative session) be declared as obesity awareness months. We
 39    urge communities, businesses and schools throughout  the  state  of  Idaho  to
 40    develop  awareness  campaigns and voluntary programs appropriate to their set-
 41    tings which focus on the causes of obesity, the symptoms and long-term  conse-
 42    quences associated with obesity, and the healthy alternatives for food choices
 43    and  appropriate  programs of physical fitness which lead to control of weight
 44    and improved lifestyle.

The purpose of this resolution is to declare the months that the
Legislature is in session Obesity Awareness Months and to urge
communities, businesses and schools to develop an awareness of the
causes, symptoms and long-term consequences of this condition and how it
can be prevented.
