HOUSE CONCURRENT RESOLUTION NO. 10
BY TRAIL
1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE CONCERNING OUR SUPPORT OF INSPECTIONS BY
3 THE UNITED NATIONS TO DISCOVER AND ELIMINATE WEAPONS OF MASS DESTRUCTION
4 IN IRAQ.
5 Be It Resolved by the Legislature of the State of Idaho:
6 WHEREAS, on November 8, 2002, the United Nations Security Council deter-
7 mined that "...Iraq has been and remains in material breach of its obligations
8 under relevant resolutions"; and
9 WHEREAS, the resolution of the United Nations directed the United Nations
10 Monitoring, Verification and Inspections Commission (UNMOVIC) to immediately
11 resume inspections of all facilities, buildings, equipment and records and
12 interviews of all individuals who might have knowledge of weapons of mass
13 destruction; and
14 WHEREAS, President George W. Bush endorsed adoption of the United Nations
15 resolution and stated that the Security Council had "...met important respon-
16 sibilities, upheld its principles, and given clear and fair notice that Saddam
17 Hussein must fully disclose and destroy his weapons of mass destruction."; and
18 WHEREAS, immediately following the adoption of the resolution, weapons
19 inspectors returned to Iraq and resumed inspections which had been interrupted
20 for nearly ten years; and
21 WHEREAS, the government of Iraq has filed with the Security Council a
22 report, purported to be a complete report of all facilities capable of the
23 manufacture or storage of weaponry, and which asserts that there are not
24 weapons of mass destruction under Iraqi control; and
25 WHEREAS, President Bush further stated that the United States would fully
26 support efforts of the weapons inspectors and encouraged all members of the
27 United Nations to join in this crucial effort.
28 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
29 of the Fifty-seventh Idaho Legislature, the House of Representatives and the
30 Senate concurring therein, that we endorse the position stated by the Presi-
31 dent of the United States, the Honorable George W. Bush, and concur in his
32 expression of support for the inspections currently under way by personnel of
33 the UNMOVIC. Further, we commend the commitment of the President on behalf of
34 the United States to act only through the auspices of the United Nations to
35 bring a just and final conclusion to the turmoil which has surrounded Iraq.
