Statement of Purpose / Fiscal Impact

                       STATEMENT OF PURPOSE
                             RS 12948
The purpose of this legislation is to suggest that the United
States Congress remove the United States from the United Nations.
The lack of support from Germany and France in the current debate
over terrorism and Iraq is based on their financial gain.
Therefore, their mandates are ineffective and lack moral
authority. Thus, the United Nations has chosen not to be a
leader in international affairs.
                          FISCAL IMPACT
No fiscal impact to the General Fund.
