|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-seventh Legislature First Regular Session - 2003IN THE HOUSE OF REPRESENTATIVES HOUSE JOINT MEMORIAL NO. 9 BY WAYS AND MEANS COMMITTEE 1 A JOINT MEMORIAL 2 TO THE PRESIDENT OF THE UNITED STATES, THE SENATE AND HOUSE OF REPRESENTATIVES 3 OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE CONGRESSIONAL DELE- 4 GATION REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF THE UNITED 5 STATES. 6 We, your Memorialists, the House of Representatives and the Senate of the 7 State of Idaho assembled in the First Regular Session of the Fifty-seventh 8 Idaho Legislature, do hereby respectfully represent that: 9 WHEREAS, the United States is the greatest nation in the world and is 10 known for its compassionate people who are generous and kind in caring for the 11 needs of those in other countries and whose resources are used worldwide to 12 alleviate hunger and poverty; and 13 WHEREAS, the United States is called upon to defend the rights and 14 freedoms of people in other nations as only we have the capacity to do as a 15 world superpower; and 16 WHEREAS, these responsibilities create an immense burden on the citizens 17 of this country, many of whom are in need and living in poverty; and 18 WHEREAS, United States military forces are called upon to bear the brunt 19 of any conflicts that may arise while other nations stay on the sidelines and 20 expect the United States to fight their battles; and 21 WHEREAS, the United States provides the largest share of the financial 22 burden for the United Nations, paying hundreds of millions of dollars each 23 year that could be used to address many of the nation's challenges, including 24 homelessness, education, law enforcement, poverty, a strong military and the 25 war against terrorism; and 26 WHEREAS, many of the members of the United Nations are not friendly to the 27 United States and support many things that are detrimental to the country and 28 against its interests yet expect the United States to provide the finances and 29 manpower to solve all of the world's problems, even putting the lives of the 30 nation's military forces in danger; and 31 WHEREAS, President Bush, like Winston Churchill when he tried to call the 32 world's attention to the dangers of Adolf Hitler, has tried to call the atten- 33 tion of the United Nations to the dangers of Saddam Hussein only to be 34 ignored. 35 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 36 of the Fifty-seventh Idaho Legislature, the House of Representatives and the 37 Senate concurring therein, that we respectfully but firmly request the United 38 States Congress to take measures to dissolve the membership of the United 39 States in the United Nations, thereby freeing the nation from a large finan- 40 cial burden and retaining its sovereignty to decide what is best for the coun- 41 try and the steps that it considers appropriate as the leader of the free 42 world, with full control of its armed forces and destiny. 43 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa- 44 tives be, and she is hereby authorized and directed to forward a copy of this 2 1 Memorial to the President of the United States, the President of the Senate 2 and the Speaker of the House of Representatives of Congress, and the congres- 3 sional delegation representing the State of Idaho in the Congress of the 4 United States.
STATEMENT OF PURPOSE RS 13209C1 The purpose of this legislation is to request that the United States Congress take measures to dissolve the membership of the United States in the United Nations, thereby freeing the nation from a large financial burden and retaining its sovereignty. The United Nations had a tremendous opportunity to become a meaningful entity, internationally, in the current debate over Saddam Hussein and Iraq. Instead, the United Nations succumbed to the financial interests of France and the dislike for the United States by the Chancellor of Germany. As a result, the U.N. missed its calling in a time of international crisis. Winston Churchill tried to warn everyone about Hitler, likewise President Bush tried to warn the United Nations about Saddam Hussein. The United Nations ignored the warning, thus making the United Nations irrelevant to the current crisis and times. FISCAL IMPACT No fiscal impact to the General Fund. Contact Name: Rep. R.
