  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the House of Representatives and the Senate of  the
  6    State  of  Idaho  assembled  in the First Regular Session of the Fifty-seventh
  7    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS, the United States Departments of Agriculture and  Interior  esti-
  9    mate  that nationwide, 190,000,000 acres of federally owned forest land face a
 10    forest health and wildfire risk crisis situation; and
 11        WHEREAS, in the summer of 2000,  1,400,000  acres  of  forest  lands  were
 12    burned  by wildfire  with another 8,600,000 acres at risk due to insects, dis-
 13    ease and fire in Idaho's National Forests; and
 14        WHEREAS, in a June 2002 report entitled  "The  Process  Predicament,"  the
 15    United  States Department of Agriculture's U.S. Forest Service cited itself as
 16    "...so busy meeting procedural requirements...that (the  agency)  has  trouble
 17    fulfilling  its historic mission: to sustain the health, diversity and produc-
 18    tivity of the nation's forests and grasslands to meet the needs of present and
 19    future generations."; and
 20        WHEREAS, the inability to promptly and efficiently implement  forest  man-
 21    agement  projects  due to environmental activists' lawsuits has contributed to
 22    wildfire risks and the spread of  insect  and  disease  epidemics  in  Idaho's
 23    National Forests; and
 24        WHEREAS,  the  United  States Departments of Agriculture and Interior have
 25    proposed the Healthy Forests Initiative, which includes several  proposals  to
 26    streamline and improve analysis, decision making and implementation of federal
 27    land management projects and programs; and
 28        WHEREAS,  these  initiatives  include categorical exclusions to accelerate
 29    unexpected and imperative fuels, fire rehabilitation  and  small  timber  sale
 30    projects; reforming the administrative appeals process; and revising the regu-
 31    lations for forest planning; and
 32        WHEREAS, the citizens of Idaho would benefit from increased levels of for-
 33    est  management  that would help reduce the risks of wildfires and insect epi-
 34    demics in the National Forests in Idaho.
 35        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 36    of the Fifty-seventh Idaho Legislature, the House of Representatives  and  the
 37    Senate  concurring  therein,  that  the Idaho Legislature supports the Healthy
 38    Forests Initiative and its  individual  proposals  and  that  we  respectfully
 39    request   the  entire United States Congress to fully support the Healthy For-
 40    ests Initiative and its individual proposals.
 41        BE IT FURTHER RESOLVED that the Chief Clerk of the  House  of  Representa-
 42    tives  be, and she is hereby authorized and directed to forward a copy of this
 43    Memorial to the President of the Senate and the Speaker of the House of Repre-
 44    sentatives of Congress, and  the  congressional  delegation  representing  the

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE
                             RS 13274
The purpose of this memorial is to support the United States
Department of Agriculture in it's efforts to implement measures
to improve forest health and to reduce damage to the environment
and loss of natural resources by wildfire.
                          FISCAL IMPACT
There is no cost to the general fund.
