  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF  LANDS  FOR  FISCAL  YEAR
  3        2003; PROVIDING TRANSFERS TO THE PEST CONTROL DEFICIENCY FUND; AND DECLAR-
  4        ING AN EMERGENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  7    165, Laws of 2002, there is hereby appropriated to the Department of Lands the
  8    following amounts to be expended for the designated program according  to  the
  9    designated  expense classes from the listed funds for the period July 1, 2002,
 10    through June 30, 2003:

 20        SECTION 2.  The State Controller shall make cash transfers from  the  Gen-
 21    eral  Fund to the Pest Control Deficiency Fund, at the request of the Director
 22    of the Department of Lands, not to exceed $485,000  for  the  period  July  1,
 23    2002, through June 30, 2003.
                                                                        
 24        SECTION  3.  An  emergency  existing  therefor,  which emergency is hereby
 25    declared to exist, this act shall be in full force and effect on and after its
 26    passage and approval.

Statement of Purpose

This fiscal year 2003 supplemental appropriation provides funding to pay the costs to treat a zone of tussock moth infestation in the Moscow Mountain Area. Last session JFAC included a section in the department’s appropriation bill to raise the cap on the Land Board’s use of forest pest deficiency warrants from $250,000 to $500,000 for 2002 and stipulated that costs for treatments other than to state lands were to be reimbursed according to cooperative agreements approved by the State Board of Land Commissioners. JFAC recommended cooperating owners pay 12.5% of the total costs of treatments to their properties. The Land Board ultimately approved that match rate. The IDL treated 30,107 acres of which 21,769 were industry owned (72%), 3,820 were non-industrial private owners (13%), 150 acres were owned by the Coeur d’Alene Tribe (.5%), and 4,368 acres were owned by the state endowments (14.5%).

Fiscal Note

Total costs of the 2002 project were $1,245,000 of which $600,000 (48%) was covered by a USFS grant. Landowners contributed $160,000 (12.5% with a few adjustments) leaving $485,000 (39%) in deficiency to be covered by the General Fund. This bill includes $148,900 for personnel costs to cover seasonal employee wages and permanent employee overtime costs and $1,096,100 in operating expenditures to pay for contract helicopter spraying, meals, lodging, supplies and miscellaneous expenses.
