Statement of Purpose / Fiscal Impact

                      STATEMENT OF PURPOSE

                            RS 12584

The purpose of this legislation is to require that All Terrain Vehicles
(ATVs) not be registered in the State as snowmobiles. The current law
is unfair to owners of all terrain vehicles because it requires that
any ATV operating on a groomed snowmobile trail must be registered as a
snowmobile in addition to the Off Highway Vehicle registration.
Therefore, an amendment is proposed to Idaho Code 67-1112, which will
add to it the following sentence, "Provided, however, any All Terrain
Vehicle required to be registered under any other provision of Idaho
law, and in compliance with those registration requirements, shall not
be subject to the snowmobile registration requirements of this
section."

                          FISCAL IMPACT

All Terrain Vehicles are currently double-registered. This would
require only one registration, plus grooming fee, as applicable under
current law.
