STATEMENT OF PURPOSE RS 12444C1 The purpose of this legislation is to create a special motor vehicle license plate for Boy Scout youth programs in Idaho. Consistent with other special license plates, in the first year those vehicle owners purchasing special plates pay $35 to the Idaho Transportation Department(ITD). ITD keeps $10 to cover costs with the remaining $25 being used for the specified charitable purposes. In the second year and beyond, license holders pay $25 per annum with the amount going for charitable purposes being reduced to $15. FISCAL IMPACT ITD is compensated for all of its costs. Therefore, there is no fiscal impact. There are 34,685 Boy Scouts and 18,642 adult leaders in four Idaho Boy Scout Councils. It is expected that a high percentage of the parents of Boy Scouts will purchase these license plates for their vehicles.
