Statement of Purpose / Fiscal Impact

                      STATEMENT OF PURPOSE

                            RS 12683

This legislation eliminates inconsistencies, overlap, and redundancies in
Idaho law between the Idaho Electronic Signature and Filing Act
(IESFA) enacted in 1998 and the Uniform Electronic Transaction Act
(UETA) enacted in 2000.

This legislation results from the work of the Electronic Commerce Interim
Committee. At the request of the committee in 2002, the Attorney General s
office preformed a review of Idaho statutes dealing with S-Commerce to make
sure Idaho law is current with the changes taking place in this rapidly
changing industry. This legislation is a result of their evaluations.

                          FISCAL IMPACT

It will allow efficiencies. However, fiscal impact of the efficiencies cannot
be qualified.
