|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-seventh Legislature First Regular Session - 2003IN THE SENATE SENATE BILL NO. 1117 BY STATE AFFAIRS COMMITTEE 1 AN ACT 2 RELATING TO PAY GRADES, MERIT INCREASES AND OTHER COMPENSATION FOR CLASSIFIED 3 STATE EMPLOYEES; AMENDING SECTION 67-5309C, IDAHO CODE, TO REVISE HOW BON- 4 USES ARE AWARDED AND TO REQUIRE EACH AGENCY TO MAINTAIN A RECORD, AVAIL- 5 ABLE FOR PUBLIC REVIEW AND INSPECTION, OF ALL BONUSES AWARDED BY AGENCY 6 AND CLASSIFICATION. 7 Be It Enacted by the Legislature of the State of Idaho: 8 SECTION 1. That Section 67-5309C, Idaho Code, be, and the same is hereby 9 amended to read as follows: 10 67-5309C. PAY GRADES AND MERIT INCREASES. Advancement in pay shall 32 be based solely on performance, including factors such as productivity, reli- 33 ability, effectiveness, and the ability to achieve the goals and objectives 34 of the particular position. No employee shall advance in a salary range with- 35 out performance evaluation by the employee's immediate supervisor, approved by 36 the departmental director or the director's designee certifying that the 37 employee meets the performance criteria of the assigned position. 38 (i) When necessary to obtain or retain qualified personnel in a particu- 39 lar classification, upon petition of the appointing authority to the 40 administrator containing acceptable reasons therefor, a higher temporary 41 pay grade may be authorized by the administrator which, if granted, shall 42 be reviewed annually to determine the need for continuance. 43 (ii) Each employee's work performance shall be evaluated after one thou- 2 1 sand forty (1,040) hours of credited state service from the date of ini- 2 tial appointment or promotion and after each two thousand eighty (2,080) 3 hours of credited state service thereafter by his or her immediate super- 4 visor. Employees may be eligible for advancement in pay, if certified as 5 meeting the performance requirements of subsection (b) of this section; 6 however, such in-grade advancement shall not be construed as a vested 7 right. The department director shall designate, upon agreement with the 8 employee, whether such in-grade advancement is temporary, conditional or 9 permanent. It shall be the specific responsibility of the supervisor and 10 the departmental director to effect the evaluation prescribed in subsec- 11 tion (b) of this section on an evaluation form approved by the administra- 12 tor for that purpose. 13 (iii) In addition to pay increases authorized in paragraph (ii) of this 14 subsection, the department director may grant a classified employee hold- 15 ing permanent status alump sumbonus not to exceed a total of one thou- 16 sand dollars ($1,000)in any given fiscal yearover a three (3) year 17 period based upon excellent performance as indicated by the performance 18 evaluation as outlined in subsection (b) of this section. Exceptions to 19 the one thousand dollar ($1,000) limit provided in this section may be 20 granted if approved in advance by the state board of examiners. Each 21 agency shall maintain a record, available for public review and inspec- 22 tion, of all bonuses awarded by agency and classification of employees.
STATEMENT OF PURPOSE RS 12985 This bill amends Idaho Code 67-5309C to change the way in which bonuses are awarded to state employees such that a greater number of qualifying employees could be awarded bonuses within current agency budgets. Currently, Idaho Code allows state agencies to award classified employees who meet performance standards a lump sum bonus of one thousand dollars ($1000) per fiscal year. Agency directors are limited in the number of bonuses that can be awarded by budget constraints. Thus, employees who have successfully met the performance requirements to receive a bonus may not actually receive that bonus. This bill would limit the amount of bonuses to no more than one thousand dollars ($1000) over a three year period such that more employees who are eligible for bonuses can be awarded them under budgetary requirements. FISCAL IMPACT There is no fiscal impact to the General Fund. This bill does not increase the budget for bonuses, it reorganizes the way in which bonuses are awarded. Contact Name: Sen.
