  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE LEGISLATIVE COUNCIL FOR FISCAL YEAR 2004; AND PRO-
  3        VIDING THAT THE PRESIDENT PRO TEMPORE OF THE SENATE AND THE SPEAKER OF THE
  4        HOUSE OF REPRESENTATIVES SHALL DIRECT THE STATE CONTROLLER  TO  LIMIT  THE
  5        FUNDS TRANSFER TO THE LEGISLATIVE FUND.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  There  is  hereby appropriated to the Legislative Council the
  8    following amounts to be expended from the listed funds for the period July  1,
  9    2003, through June 30, 2004:

 24        SECTION  2.  On  July 1, 2003, the President Pro Tempore of the Senate and
 25    the Speaker of the House of Representatives shall direct the State  Controller
 26    to  limit the amount transferred from the General Fund to the Legislative Fund
 27    pursuant to Section 67-451(2), Idaho Code, to $4,793,800 for the  period  July
 28    1, 2003, through June 30, 2004.

This is the FY 2004 Appropriation for those functions under the Legislative Council: Legislative Services Office, Legislative Technology, and the Office of Performance Evaluations. It also reflects the General Fund transfer to the Legislative Fund for the Senate and House of Representatives in accordance with ยง67-451(2).

This bill transfers $200,000 from the Legislature’s appropriation to the Legislative Technology Program to support the project to update the Legislative Bill Drafting System. The net impact of this transfer to the General Fund is zero.

Note: The figures shown for the “Budget Reduction (Negative Supplemental)” in the Fiscal Note are those recommended by the Governor. The final status of the negative supplemental was not known at the time the FY 2004 appropriation was set.
