  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE ATTORNEY GENERAL FOR FISCAL YEAR  2003;
  3        APPROPRIATING  MONEYS TO THE ATTORNEY GENERAL FOR FISCAL YEAR 2004; LIMIT-
  4        ING THE NUMBER OF AUTHORIZED FULL-TIME EQUIVALENT POSITIONS; DIRECTING THE
  5        TRANSFER OF FUNDS ON JUNE 30, 2003; AND DECLARING AN  EMERGENCY  FOR  SEC-
  6        TIONS 1 AND 4 OF THIS ACT.
                                                                        
  7    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  8        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  9    229, Laws of 2002, there is hereby appropriated to the Office of the  Attorney
 10    General the following amount to be expended for the designated program accord-
 11    ing  to  the designated expense class from the listed fund for the period July
 12    1, 2002, through June 30, 2003:

 18        SECTION 2.  There is hereby appropriated to the Attorney General the  fol-
 19    lowing  amounts  to  be  expended for the designated programs according to the
 20    designated expense classes from the listed funds for the period July 1,  2003,
 21    through June 30, 2004:

 36        SECTION  3.  In  accordance with Section 67-3519, Idaho Code, the Attorney
 37    General is authorized no more than one hundred  seventy-seven  and  sixty-five
 38    hundredths  (177.65)  full-time  equivalent  positions at any point during the
 39    period July 1, 2003, through June 30, 2004, for the programs specified in Sec-
 40    tion 2 of this act, unless specifically authorized by the Governor. The  Joint
 41    Finance-Appropriations  Committee  will  be notified promptly of any increased

  1    positions so authorized.
                                                                        
  2        SECTION 4.  On or before June 30,  2003,  the  State  Controller,  at  the
  3    request of the Attorney General, shall transfer $134,200 from the Self-Govern-
  4    ing  Operating  Fund  in the Insurance Regulation Program in the Department of
  5    Insurance, to the Consumer Protection Fund within the Office of  the  Attorney
  6    General. The intent of this transfer is to mitigate the impact of adding staff
  7    for the Office of the Attorney General to provide additional legal services to
  8    the Idaho Department of Insurance in fiscal year 2004.
                                                                        
  9        SECTION  5.  An  emergency  existing  therefor,  which emergency is hereby
 10    declared to exist, Sections 1 and 4 of this act shall be  in  full  force  and
 11    effect on and after passage and approval.

This is the FY 2004 Appropriation for the Office of the Attorney General. Also included is a FY 2003 Supplemental Appropriation from the Consumer Protection Fund, and the transfer of money from the Department of Insurance to pay for additional legal staff.
