  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE SOIL CONSERVATION COMMISSION FOR FISCAL YEAR 2004;
  3        AND LIMITING THE NUMBER OF AUTHORIZED FULL-TIME EQUIVALENT POSITIONS.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION 1.  There is hereby appropriated to the Soil Conservation  Commis-
  6    sion  in  the Department of Agriculture, the following amounts, to be expended
  7    according to the designated expense classes from  the  listed  funds  for  the
  8    period July 1, 2003, through June 30, 2004:

 26        SECTION  2.  In accordance with Section 67-3519, Idaho Code, the Soil Con-
 27    servation Commission is authorized no  more  than  twenty-one  (21)  full-time
 28    equivalent positions at any point during the period July 1, 2003, through June
 29    30,  2004, for the program specified in Section 1 of this act, unless specifi-
 30    cally authorized by the Governor. The Joint  Finance-Appropriations  Committee
 31    will be notified promptly of any increased positions so authorized.
