2 APPROPRIATING MONEYS TO THE OFFICE OF THE GOVERNOR FOR THE COMMISSION ON THE
3 ARTS FOR FISCAL YEAR 2004; AND LIMITING THE NUMBER OF FULL-TIME EQUIVALENT
4 POSITIONS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the Office of the Governor for
7 the Commission on the Arts, the following amounts from the listed funds for
8 the period July 1, 2003, through June 30, 2004:
9 COMMISSION ON THE ARTS:
10 FROM:
11 General Fund $ 822,800
12 Federal Grant Fund 576,700
13 Miscellaneous Revenue Fund 71,500
14 TOTAL $1,471,000
15 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Commission
16 on the Arts is authorized no more than eleven (11) full-time equivalent posi-
17 tions at any point during the period July 1, 2003, through June 30, 2004, for
18 the program specified in Section 1 of this act, unless specifically authorized
19 by the Governor. The Joint Finance-Appropriations Committee will be notified
20 promptly of any increased positions so authorized.

This bill is the FY 2004 appropriation for the Idaho Commission on the Arts. This budget reflects a 7.1% reduction from the FY 2003 appropriation in General funds and a 3.3% reduction overall. It includes a permanent base reduction of $48,700 in General Funds, and also shifts an additional $13,400 from General to federal funds. This agency received a lump sum appropriation to provide as much flexibility as possible.
