  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE SECRETARY OF STATE FOR FISCAL YEAR 2004;  EXPRESS-
  3        ING  LEGISLATIVE INTENT REGARDING THE TRANSFER OF ANY UNEXPENDED AND UNEN-
  4        CUMBERED GENERAL FUND MONEYS TO THE DEMOCRACY FUND; AND LIMITING THE  NUM-
  5        BER OF FULL-TIME EQUIVALENT POSITIONS.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  There  is  hereby appropriated to the Secretary of State, the
  8    following amounts to be expended for the designated programs according to  the
  9    designated  expense classes from the listed funds for the period July 1, 2003,
 10    through June 30, 2004:

 22        SECTION 2.  It is legislative intent that the unexpended and  unencumbered
 23    cash  balance of any General Fund appropriation made to the Secretary of State
 24    for fiscal year 2003 be transferred to the Democracy Fund to provide  matching
 25    fund support for the Help America Vote Act of 2002 (P.L. 107-252).
                                                                        
 26        SECTION  3.  In accordance with Section 67-3519, Idaho Code, the Office of
 27    the Secretary of State is authorized no more than  thirty-one  (31)  full-time
 28    equivalent positions at any point during the period July 1, 2003, through June
 29    30, 2004, for the programs specified in Section 1 of this act, unless specifi-
 30    cally  authorized  by the Governor. The Joint Finance-Appropriations Committee
 31    will be notified promptly of any increased positions so authorized.

This budget includes one program enhancement in the amount of $50,000 in one-time General Funds for expenses relating to the compilation and publication of the biennial Idaho Blue Book.

This budget reflects a General Fund reduction of 15.8% from the original FY 2003 budget due to a 5.5% budget reduction and the removal of $310,000 for one-time expenditures.

Note: The figure shown for the “Budget Reduction (Neg. Supp.)” in the Fiscal Note is the original amount recommended by the Governor. The final status of the negative supplemental was not known at the time this FY 2004 appropriation was set.
