  1                                        AN ACT
  2    APPROPRIATING   ADDITIONAL   MONEYS   TO   THE   SUPERINTENDENT   OF    PUBLIC
  3        INSTRUCTION/STATE  DEPARTMENT OF EDUCATION FOR FISCAL YEAR 2003; PROVIDING
  4        SIX ADDITIONAL FULL-TIME POSITIONS; AND DECLARING AN EMERGENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  In addition to the appropriation made in  Section  1,  Chapter
  7    338,  Laws of 2002, there is hereby appropriated to the Superintendent of Pub-
  8    lic Instruction/State Department of Education  the  following  amounts  to  be
  9    expended  for the designated program according to the designated expense clas-
 10    ses from the listed fund for the period July 1, 2002, through June 30, 2003:

 14    Capital Outlay                                                          24,000
 15    Trustee and Benefit Payments                                        29,519,100

 19        SECTION 2.  In addition to the authorization granted in Section 2, Chapter
 20    338, Laws of 2002, the Superintendent of Public  Instruction/State  Department
 21    of  Education  is  authorized  six  (6) full-time equivalent positions for the
 22    period July 1, 2002, through June 30, 2003.
                                                                        
 23        SECTION 3.  An emergency existing  therefor,  which  emergency  is  hereby
 24    declared to exist, this act shall be in full force and effect on and after its
 25    passage and approval.

This FY 2003 supplemental appropriations bill provides additional federal funds spending authority to the Superintendent of Public Instruction. There are four different areas covered by this additional federal spending authority. The first area provides authorization for one position and $100,000 for the National Assessment of Education Progress (NAEP) Coordinator. The second increases federal funds spending authority by $27,012,700 to reflect increased federal funds for education (primarily pass-through money to local school districts). The third provides federal funds authorization for $3,392,100 and four positions for the Reading First program. The fourth provides federal funds authorization for $350,000 and one position to develop character education programs in secondary schools.

Fiscal Note

Authorizes the expenditure of $30,854,800 in federal funds in the current fiscal year. No impact to the General Fund.
