                                           2

1 SECTION 4. EXPENDITURES OF COLLECTED RECEIPTS. Notwithstanding the provi-
2 sions of Section 67-3516(2), Idaho Code, the Department of Health and Welfare
3 is hereby authorized to expend all receipts collected as noncognizable funds
  4 for the period July 1, 2003, through June 30, 2004.

5 SECTION 5. CATASTROPHIC HEALTH CARE COST PROGRAM. The state of Idaho has
6 an incident-based medically indigent health care program that is funded
7 entirely with county and state funds. Counties pay the first $10,000 in medi-
8 cal bills incurred by a medically indigent person in any twelve (12) month
9 period. The Catastrophic Health Care Cost Program is responsible for all medi-
10 cal bills in excess of $10,000. It is therefore the intent of the Idaho Legis-
11 lature that the Department of Health and Welfare work with federal officials,
12 the Idaho Association of Counties, and other various health care interests in
13 exploring and evaluating ways in which the present county and state cata-
14 strophic fund could be used to draw federal match through the state's Medicaid
15 Program. Any proposed legislation as a result of this effort, should originate
16 with the Idaho Association of Counties.

17 SECTION 6. An emergency existing therefor, which emergency is hereby
18 declared to exist, this act shall be in full force and effect on and after
 19 July 1, 2003.
