|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-seventh Legislature First Regular Session - 2003IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 105 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF PUBLIC TRANSPOR- 4 TATION SYSTEMS AND METHODS OF FUNDING PUBLIC TRANSPORTATION IN IDAHO. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, public transportation currently is a significant component of 7 Idaho's transportation system in urban areas and the rural communities that 8 are regionally connected to these urban areas; and 9 WHEREAS, six metropolitan areas in Idaho were designated urbanized by the 10 United States Bureau of the Census following the 2000 census, making the areas 11 eligible for federal transit funds; and 12 WHEREAS, public transportation necessarily will play a more significant 13 role in the future because it can significantly alleviate congestion on road- 14 ways, providing for more efficient use of energy as well as extending the use- 15 ful life of roadways; and 16 WHEREAS, it is essential to provide transportation to a growing number of 17 Idaho citizens who are unable to operate motor vehicles and are thus dependent 18 upon public transportation; and 19 WHEREAS, existing public transportation systems within the state are inad- 20 equate to meet existing and future demand; and 21 WHEREAS, a comprehensive source of information on existing public trans- 22 portation systems in the state does not currently exist; and 23 WHEREAS, there is a need to analyze the wide variety of methods to coordi- 24 nate and enhance public transportation; and 25 WHEREAS, the Legislature finds that it is necessary and appropriate to 26 establish a study committee to identify and analyze various methods of public 27 transportation systems and the funding of such systems; and 28 WHEREAS, the Legislature recommends that such a study committee should 29 also: 30 (1) Document private and all public funds, federal, state and local, 31 expended on public transportation in Idaho; and 32 (2) Document an inventory of existing public transportation services; and 33 (3) Identify transportation links, as park and ride, rail, transit, 34 commuter services, and air; and 35 (4) Identify overlapping and duplicative services; and 36 (5) Determine options for coordination; and 37 (6) Recommend strategies for methods to coordinate public transportation 38 services; and 39 (7) Recommend strategies for providing private and public funding of pub- 40 lic transportation services. 41 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 42 of the Fifty-seventh Idaho Legislature, the Senate and the House of Represen- 43 tatives concurring therein, that the Legislative Council is authorized to 44 appoint a committee to undertake and complete a study of public transportation 2 1 systems and methods of funding public transportation in Idaho. The Legislative 2 Council shall determine the number of legislators and membership from each 3 house appointed to the committee and shall authorize the committee to receive 4 input, advice and assistance from interested and affected parties who are not 5 members of the Legislature. 6 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be 7 appointed by the cochairs of the committee who are appointed by the Legisla- 8 tive Council. Nonlegislative members of the advisory committee shall not be 9 reimbursed from legislative funds for per diem, mileage or other expenses and 10 shall not have voting privileges regarding the committee's recommendations or 11 proposed legislation. 12 BE IT FURTHER RESOLVED that the committee shall report its findings, rec- 13 ommendations and proposed legislation, if any, to the Second Regular Session 14 of the Fifty-seventh Idaho Legislature.
STATEMENT OF PURPOSE RS 12639 This resolution would authorize the Legislative Council to appoint an interim study committee to undertake and complete a study of public transportation systems and methods of funding public transportation in Idaho. The committee will report its findings, recommendations, and proposed legislation, if any, to the Second Regular Session of the Fifty-Seventh Idaho Legislature. FISCAL IMPACT If this resolution is adopted by the Legislature and the committee is appointed by Legislative Council, any necessary legislator travel and per diem expense would be paid from the existing legislative appropriation to the Senate and the House of Representatives. Funding for staff support and expenses would be provided from the existing appropriation to the Legislative Council for the Legislative Services Office.
