|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-seventh Legislature First Regular Session - 2003IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 114 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF ECONOMIC DEVELOP- 4 MENT INCENTIVES IN IDAHO. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, the economic well-being of the state of Idaho and its communities 7 depends on the belief of its citizens that their state and community are 8 places where families can live in safety and security, where quality health 9 care is readily available, where the educational system meets the needs of 10 learners of all ages, where government services are provided in an efficient 11 and effective manner, where opportunities for business and commercial growth 12 are encouraged and supported and where the state's natural heritage and qual- 13 ity of life are protected and enjoyed; and 14 WHEREAS, rapid technological advances have significantly altered society 15 and have dramatically changed business practices, methods of communication, 16 and lifestyles in just the last decade; and 17 WHEREAS, as technology continues to affect Idaho businesses' ability to 18 successfully compete with global competitors, governments are naturally 19 affected and must keep up with the so-called "New Economy" revolution that 20 will notably transform the lives of citizens and the nature of commerce; and 21 WHEREAS, citizens of the state of Idaho, both urban and rural, local gov- 22 ernments, and state government can benefit through expansion of existing busi- 23 nesses, growth of new businesses, and location of businesses coming to Idaho; 24 and 25 WHEREAS, the ability of Idaho communities to successfully compete for 26 business relocation and expansion is often largely dependent on the ability to 27 offer appropriate, competitive incentives; and 28 WHEREAS, it is the intent of the Legislature to assist the communities of 29 this state in meeting the economic challenges that have arisen and will con- 30 tinue to arise as new technologies continue to severely impact the ability to 31 compete in a global marketplace; and 32 WHEREAS, there is a need to review and examine policies and make specific 33 legislative proposals to ensure that Idaho companies will continue to grow and 34 prosper while providing economic benefits to Idaho's citizens, government and 35 businesses. 36 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 37 of the Fifty-seventh Idaho Legislature, the Senate and the House of Represen- 38 tatives concurring therein, that the Legislative Council is authorized to 39 appoint a committee to undertake and complete a study of economic development 40 incentives. The Legislative Council shall determine the number of legislators 41 and membership from each house appointed to the committee and shall authorize 42 the committee to receive input, advice and assistance from interested and 43 affected parties who are not members of the legislature. 44 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be 2 1 appointed by the cochairs of the committee who are appointed by the Legisla- 2 tive Council. Nonlegislative members of the advisory committee shall not be 3 reimbursed from legislative funds for per diem, mileage or other expenses and 4 shall not have voting privileges regarding the committee's recommendations or 5 proposed legislation. 6 BE IT FURTHER RESOLVED that the committee shall make a progress report to 7 the Second Regular Session of the Fifty-seventh Idaho Legislature and shall 8 report its findings, recommendations and proposed legislation, if any, to the 9 First Regular Session of the Fifty-eighth Idaho Legislature.
STATEMENT OF PURPOSE RS 13195 This concurrent resolution would allow for the appointment of a committee to study Idaho incentives for economic development, identify those most commonly offered by Idaho competitors, recommend potential incentives Idaho could offer, and identify the return on investment (ROI) by offering these incentives. FISCAL IMPACT If this resolution is adopted by the Legislature and the committee is appointed by Legislative Council, any necessary legislator travel and per diem expense would be paid from the existing legislative appropriation to the Senate and the House of Representatives. Funding for staff support and expenses would be provided from the existing appropriation to the Legislative Council for the Legislative Services Office. There would be no additional impact upon the state general fund as a result of this resolution. The total cost should not exceed $5,000.
