  1                                   A JOINT MEMORIAL
  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the Senate and the House of Representatives of  the
  6    State  of  Idaho  assembled  in the First Regular Session of the Fifty-seventh
  7    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS, in 1969, the United States Congress created the Alternative Mini-
  9    mum Tax to prevent wealthy Americans and  corporations  from  using  otherwise
 10    available deductions to reduce their income tax liability; and
 11        WHEREAS, today the Alternative Minimum Tax has placed an onerous burden on
 12    working, middle-class families and productive companies; and
 13        WHEREAS,  any  family  with  an  annual  income of more than $49,000 which
 14    deducts its state and local taxes, mortgage  interest,  children  and  college
 15    education will be subject to the Alternative Minimum Tax; and
 16        WHEREAS,  the  corporate Alternative Minimum Tax targets capital-intensive
 17    industries that create jobs, raise the incomes of  workers  and  increase  the
 18    standard of living for all Americans; and
 19        WHEREAS,  corporations  subject  to  the  Alternative  Minimum  Tax during
 20    recessions are more likely to lay off their employees; and
 21        WHEREAS, it is important to protect working families and productive compa-
 22    nies from tax burdens that reduce the possibility of economic prosperity.
 23        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 24    of the Fifty-seventh Idaho Legislature, the Senate and the House of  Represen-
 25    tatives  concurring  therein, that we hereby respectfully urge the Congress of
 26    the United States and our elected Senators and Representatives in  the  United
 27    States  Congress  to  vote  to repeal the individual and corporate Alternative
 28    Minimum Tax.
 29        BE IT FURTHER RESOLVED that the Secretary of the Senate  be,  and  she  is
 30    hereby authorized and directed to forward a copy of this Memorial to the Pres-
 31    ident  of  the  Senate and the Speaker of the House of Representatives of Con-
 32    gress, and the congressional delegation representing the State of Idaho in the
 33    Congress of the United States.

The purpose of this Joint Memorial is to encourage the Congress
of the United States to abolish the alternative minimum tax for
individuals and corporations.
