SPEAKER Requested by: Department of Parks and Recreation 1 AN ACT 2 RELATING TO STATE PARKS; AMENDING SECTION 67-4212, IDAHO CODE, TO REVISE THE 3 LIST OF STATE PARKS AND AREAS OWNED OR CONTROLLED BY THE STATE OF IDAHO 4 UNDER THE JURISDICTION AND CONTROL OF THE DEPARTMENT OF PARKS AND RECRE- 5 ATION. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Section 67-4212, Idaho Code, be, and the same is hereby 8 amended to read as follows: 9 67-4212. STATE PARKS LISTED -- CONTROLLED BY PARK AND RECREATION BOARD OF 10 THE DEPARTMENT OF PARKS AND RECREATION. The following described areas in the 11 state of Idaho, so far as these areas are owned or controlled by the state of 12 Idaho, and used for public, outdoor recreational purposes, are hereby declared 13 to be Idaho state parks, and they are hereby placed under the jurisdiction and 14 control of the park and recreation board of the department of parks and recre- 15 ation of the state of Idaho: 16 (1) Priest Lake State Park consisting of Indian Creek and Lion Head units 17 on the east shore of Priest Lake to a depth of one thousand (1,000) feet from 18 the shoreline in Bonner County. This park also includes Dickensheet Camp- 19 ground, located on Priest River downstream from Priest Lake in Bonner County. 20 (2) Round Lake State Park, located on the shores of Little Round Lake 21 west of State Highway 95 in Bonner County. 22 (3) Farragut State Park, located near the village of Bayview, east of 23 State Highway 95 in Kootenai County. 24 (4) Coeur d'Alene's Old Mission State Park, located adjacent to Inter- 25 state Highway 90 near Cataldo in Kootenai County. 26 (5) Mowry State Park, located on the south shore of Lake Coeur d'Alene 27 east of U.S. Highway 95 near Worley in Kootenai County. 28 (6) Heyburn State Park, located on Lake Chatcolet east of U.S. Highway 95 29 in Benewah County. 30 (7) Mary Minerva McCroskey Memorial State Park, located at and near the 31 boundary line between Latah and Benewah Counties and west of U.S. Highway 95. 32 (8) Dworshak State Park, consisting of the Freeman Creek and Three 33 Meadows Group Camp areas, located on the shores of Dworshak Reservoir north- 34 east of U.S. Highway 12, and leased from the U.S. Army Corps of Engineers. 35 (9) Hells Gate State Park, located on the Snake River at Lewiston, Snake 36 River Avenue, Nez Perce County. 37 (10) Winchester Lake State Park, located adjacent to the city of Winches- 38 ter, on Winchester Lake in Lewis County. 39 (11) Ponderosa State Park, constituted by all the land of the state of 40 Idaho department of parks and recreation adjacent to Payette Lake in Valley 41 County.Also included in this park is the Packer John Cabin Site, located42along State Highway 55 near Old Meadows in Adams County.43 (12) Eagle Island State Park, located on Hatchery Road west of the town of 2 1 Eagle in Ada County. 2 (13) Veterans Memorial State Park, located in the city of Boise, on State 3 Highway 44 in Ada County. 4 (14) Lucky Peak State Park, constituted by all recreational areas leased 5 to the state of Idaho on the shores of Lucky Peak Reservoir on the Boise River 6 in Ada and Boise Counties and the Sandy Point area on the Boise River in Ada 7 County. Discovery State Park, located approximately eight (8) miles southeast 8 of Boise between Lucky Peak Dam and Diversion Dam on the Boise River and along 9 State Highway 21 in Ada County. 10 (15) Three Island State Park, located adjacent to the City of Glenns Ferry 11 and the Snake River, south of Interstate Highway 84 in Elmore County. 12 (16) Bruneau Dunes State Park, located approximately three (3) miles south 13 of the Snake River near the town of Bruneau and east of State Highway 51 in 14 Owyhee County. 15 (17) Malad Gorge State Park, located on the Malad River and south of 16 Interstate Highway 84 in Gooding County., including the Crystal Springs,and17 Niagara Springs, Box Canyon, and Billingsley Creek sStateParkspark lands 18 located on the Snake River south of Interstate Highway 84 and east of U.S. 30 19 in Gooding County. 20 (18) City of Rocks, (one section of land within the National Reserve) 21 located west of the Village of Almo in Cassia County. 22 (19) Massacre Rocks State Park, located approximately ten (10) miles west 23 of American Falls on Interstate Highway 86 in Power County and including Reg- 24 ister Rock. 25 (20) Bear Lake State Park, located on the east shoreline of Bear Lake 26 south of U.S. Highway 30 and east of U.S. Highway 89, north of the Idaho-Utah 27 state line in Bear Lake County. This park also includes the North Beach area. 28leased from Utah Power and Light Company.29 (21) Harriman State Park, located adjacent to and east of U.S. Highway 20 30 in Fremont County. 31 (22) Henrys Lake State Park, located on the shores of Henrys Lake west of 32 State Highway 87 in Fremont County. 33 (23) Lake Cascade State Park, located on the shores of Cascade Reservoir 34 in Valley County. 35 (24) Lake Walcott State Park, located on the shores of Walcott Reservoir 36 in Minidoka County. 37 (25) Trail of the Coeur d'Alenes State Park, situated on the abandoned 38 Union Pacific Railroad right-of-way running from Mullan to Harrison, Idaho. 39 (26) Coeur d'Alene Lake Parkway State Park, located adjacent to Coeur 40 d'Alene Lake Drive beginning at Rutledge Trailhead and ending at Higgins Point 41 boat launch. 42 (27) Glade Creek State Park, located approximately one (1) mile south of 43 Lolo Pass along Forest Road #5670. 44 (28) Ashton-Tetonia Trail State Park, situated on the abandoned Union 45 Pacific Railroad right-of-way running from Tetonia to Ashton, Idaho. 46 (29) Land of the Yankee Fork State Park and historic area, situated along 47 the Custer Motorway running from Challis to Custer, Idaho. The area includes 48 the visitor center and museum located in Challis, the ghost towns of Custer 49 and Bonanza, the Yankee Fork gold dredge, and cemeteries at Custer, Bonanza 50 and Boot Hill. 51 (30) Castle Rocks State Park, including any department lands in Cassia 52 County situated outside the National Reserve boundary.

STATEMENT OF PURPOSE RS 12327C1 This Legislation amends Sec. 67-4212 to update the statutory list of state parks. Because it has been some time since the list was updated, eight (8) new state parks need to be added to the listing, including: Trail of the Coeur d'Alenes, Coeur d'Alene Parkway, Box Canyon, Billingsley Creek, Glade Creek, Ashton-Tetonia Trail, Land of the Yankee Fork Historic Area, and Castle Rocks, including any Department lands in Cassia County situated outside the City of Rocks National Reserve boundaries. Additionally, the name of Old Mission State Park has been changed, by agreement with the Coeur d'Alene Tribe, to Coeur d'Alene's Old Mission State Park and the Packer John Cabin Site in Adams County is no longer a State Park area.
