  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF  SELF-GOVERNING  AGENCIES
  3        FOR FISCAL YEAR 2003; AND DECLARING AN EMERGENCY.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  In  addition  to the appropriation made in Section 3, Chapter
  6    203, Laws of 2002, there is hereby appropriated to the Department of Self-Gov-
  7    erning Agencies the following amount to be expended for the designated program
  8    according to the designated expense classes  from  the  listed  fund  for  the
  9    period July 1, 2002, through June 30, 2003:

 13    Operating Expenditures                                                  16,700

 17        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
 18    declared to exist, this act shall be in full force and effect on and after its
 19    passage and approval.

Statement of Purpose
RS13140

This is the FY 2003 Supplemental Appropriation for the Athletic Commission in the Department of Self-Governing Agencies. This bill provides dedicated fund spending authority of $37,900. The appropriated spending authority will provide for two things: (1) it provides spending authority to make a one-time pay-off for outstanding expenses which have accrued since FY 2002; and (2) it provides dedicated fund spending authority for FY 2003 operating and personnel costs.

There are no General Funds in this supplemental. Spending authority is provided for revenue raised by the Athletic Commission through fees associated with the regulation of professional boxing and professional wrestling.

Fiscal Note

This supplemental appropriation provides $37,900 in dedicated fund spending authority to pay for outstanding obligations incurred since fiscal year 2002 and to pay for on-going fiscal year 2003 operations.

All funding is from dedicated funds. There are no General Funds in this supplemental appropriation.
