BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS TO THE STATE TREASURER FOR FISCAL YEAR 2004; PROVIDING
3 FOR THE RECOVERY OF BANKING SERVICES COSTS TO THE GENERAL FUND; AND LIMIT-
4 ING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the State Treasurer the fol-
7 lowing amounts to be expended according to the designated expense classes from
8 the listed funds for the period July 1, 2003, through June 30, 2004:

22 SECTION 2. The moneys assessed by the Division of Financial Management in
23 accordance with Section 67-3531, Idaho Code, for State Treasurer banking ser-
24 vices shall be placed in the Indirect Cost Recovery Fund. On June 30, 2004,
25 the State Controller shall transfer the amount assessed in the statewide cost
26 allocation plan from the Indirect Cost Recovery Fund to the General Fund.
27 SECTION 3. In accordance with Section 67-3519, Idaho Code, the Office of
28 the State Treasurer is authorized no more than eighteen (18) full-time equiva-
29 lent positions at any point during the period July 1, 2003, through June 30,
30 2004, for the program specified in Section 1 of this act, unless specifically
31 authorized by the Governor. The Joint Finance-Appropriations Committee will be
32 notified promptly of any increased positions so authorized.

This budget includes one program enhancement which provides $10,000 in dedicated funds for costs related to an investment software service contract.
This budget reflects a General Fund reduction of 5.6% from the original FY 2003 budget.
Note: The figure shown for the “Budget Reduction (Neg. Supp.)” in the Fiscal Note is the original amount recommended by the Governor. The final status of the negative supplemental was not known at the time this FY 2004 appropriation was set.
