APPROPRIATIONS - Appropriates an additional $80,000 to the State Treasurer
for fiscal year 2003 for expenses relating to the initial purchase of Idaho
commemorative silver medallions and startup costs relating to sale of the
medallions to the public for fiscal year 2003; appropriates an additional
$30,000 to the State Treasurer for operating expenditures for fiscal years
2003 and 2004; and directing the State Treasurer to repay the General Fund
by the end of fiscal year 2004.

BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE STATE TREASURER FOR FISCAL YEAR 2003;
3 APPROPRIATING ADDITIONAL MONEYS TO THE STATE TREASURER FOR FISCAL YEAR
4 2003 AND 2004; DIRECTING THE STATE TREASURER TO REPAY THE GENERAL FUND;
5 AND DECLARING AN EMERGENCY.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. In addition to the appropriation made in Section 1, Chapter
8 196, Laws of 2002, there is hereby appropriated to the State Treasurer $80,000
9 for operating expenditures from the General Fund for the period July 1, 2002,
10 through June 30, 2003. These moneys shall be used for expenses relating to the
11 initial purchase of commemorative silver medallions and startup costs relating
12 to sale of the medallions to the public, as authorized in Section 67-1223,
13 Idaho Code.
14 SECTION 2. In addition to the appropriation made in Section 1, Chapter
15 196, Laws of 2002, there is hereby appropriated to the State Treasurer $30,000
16 for operating expenditures from the Miscellaneous Revenue Fund for the period
17 July 1, 2002, through June 30, 2004.
18 SECTION 3. The State Treasurer shall transfer to the General Fund moneys
19 sufficient to repay the moneys appropriated in Section 1 of this act from rev-
20 enues generated from the sale of medallions as provided in Section 67-1223(2),
21 Idaho Code. Such repayment shall occur on or before June 30, 2004.
22 SECTION 4. An emergency existing therefor, which emergency is hereby
23 declared to exist, this act shall be in full force and effect on and after its
24 passage and approval.

This is a trailer appropriation bill to H415 which authorizes the issuance of a series of Idaho Commemorative Silver Medallions. Section 1 of this bill would provide $80,000 in one-time General Funds to the Treasurer’s Office for the initial purchase of 10,000 medallions and startup costs relating to the sale of the medallions to the public. Section 2 provides the Treasurer’s Office $30,000 in dedicated fund spending authority. Finally, Section 3 directs the Treasurer to repay the General Fund from revenues generated from the sale of the medallions.
