HOUSE CONCURRENT RESOLUTION NO. 12
BY RESOURCES AND CONSERVATION COMMITTEE
1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE AND REJECTING CERTAIN RULES OF THE IDAHO
3 OUTFITTERS AND GUIDES LICENSING BOARD RELATING TO QUALIFICATIONS AND
4 LICENSE REQUIREMENTS AND FIRST AID CARDS.
5 Be It Resolved by the Legislature of the State of Idaho:
6 WHEREAS, the Legislature is vested with authority to reject executive
7 agency rules under the provisions of Section 67-5291, Idaho Code, in the event
8 that the Legislature finds that the rules are not consistent with legislative
9 intent; and
10 WHEREAS, it is the finding of the Legislature that certain rules of the
11 Idaho Outfitters and Guides Licensing Board relating to qualifications and
12 license requirements and first aid cards are not consistent with legislative
13 intent and should be rejected.
14 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
15 of the Fifty-seventh Idaho Legislature, the House of Representatives and the
16 Senate concurring therein, that IDAPA 25.01.01, Section 003, subsection 02, a
17 rule of the Idaho Outfitters and Guides Licensing Board relating to qualifica-
18 tions and first aid cards, and IDAPA 25.01.01, Section 004, subsection 01, a
19 rule of the Idaho Outfitters and Guides Licensing Board relating to license
20 requirements and first aid cards, adopted as pending rules under Docket Number
21 25-0101-0202, be, and the same are hereby rejected and declared null, void and
22 of no force and effect.
STATEMENT OF PURPOSE
RS 12656
This concurrent resolution would reject a pending rule change of
the Idaho outfitters and guides licensing board relating to
licensing requirements and first aid cards. The effect of this
resolution, if adopted by both houses, would be to prevent the
agency rule from going into effect.

This concurrent resolution has no fiscal impact
