TRUCK ROUTES - STUDY - Stating findings of the Legislature and authorizing the
Legislative Council to appoint a committee to undertake and complete a study
of truck routes in northern Idaho from Bonners Ferry south to Council for
possible addition to the map of routes approved for use by vehicles carrying
loads up to one hundred twenty-nine thousand pounds based upon acceptable
engineering and safety standards and to consider the feasibility of making

  2    STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
  3        APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF TRUCK  ROUTES  IN
  4        NORTHERN  IDAHO FROM BONNERS FERRY SOUTH TO GRANGEVILLE FOR POSSIBLE ADDI-
  5        TION TO THE MAP OF ROUTES APPROVED FOR USE BY VEHICLES CARRYING  LOADS  UP
  6        TO  ONE HUNDRED TWENTY-NINE THOUSAND POUNDS, AND TO CONSIDER THE FEASIBIL-
  7        ITY OF MAKING SIGNIFICANT  IMPROVEMENTS  TO  THOSE  ROUTES  CURRENTLY  NOT
  8        APPROVED FOR USE BY EXTRA-LENGTH VEHICLE COMBINATIONS.
                                                                        
  9    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
 10        WHEREAS,  it is important to ensure that Idaho's truck freight transporta-
 11    tion system is able to efficiently serve the state's various economic and pub-
 12    lic interests; and
 13        WHEREAS, there is not complete agreement among the various trucking opera-
 14    tions in the state with regard to the advisability of allowing vehicles weigh-
 15    ing up to one hundred twenty-nine thousand pounds and of extra-length  to  use
 16    all Idaho roads; and
 17        WHEREAS,  the  differing  viewpoints  revolve largely around geographical,
 18    safety and economic issues; and
 19        WHEREAS, for trucking operations in northern Idaho,  there  is  particular
 20    concern  for damage to bridges, and damage to roads that are not built to con-
 21    sistently withstand heavier weights  as  are  the  generally  flat,  even  and
 22    ungrooved roads that are more typical of roads in southern Idaho; and
 23        WHEREAS,  there  are safety issues unique to northern Idaho, such as moun-
 24    tainous roads which tend to have more curves and  often  inadequate  width  to
 25    accommodate  longer, heavier trucks; stretches of roads with no passing lanes;
 26    more annual road damage due to severe weather conditions; and longer,  steeper
 27    grades; and
 28        WHEREAS,  there  are  economic  issues  to consider which place some Idaho
 29    haulers at a competitive disadvantage with commercial trucking  operations  in
 30    surrounding  states  and  Canada  that operate under different weight and size
 31    restrictions; and
 32        WHEREAS, there is a need to more closely  examine  these  issues  as  they
 33    affect  the  several geographical regions of the state, and the barriers to an
 34    effective north-south corridor.
 35        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 36    of the Fifty-seventh Idaho Legislature, the House of Representatives  and  the
 37    Senate  concurring  therein,  that  the  Legislative  Council is authorized to
 38    appoint a committee to undertake and complete  a  study  of  truck  routes  in
 39    northern  Idaho  from Bonners Ferry south to Grangeville for possible addition
 40    to the map of routes approved for use by vehicles carrying  loads  up  to  one
 41    hundred twenty-nine thousand pounds, and to consider the feasibility of making
 42    significant  improvements  to  those  routes currently not approved for use by
 43    extra-length vehicle combinations. The Legislative Council shall determine the
 44    number of legislators and membership from each house appointed to the  commit-

  1    tee  and shall authorize the committee to receive input, advice and assistance
  2    from interested and affected parties who are not members of the legislature.
  3        BE IT FURTHER RESOLVED that nonlegislative members of the committee may be
  4    appointed by the cochairs of the committee who are appointed by  the  Legisla-
  5    tive  Council.  Nonlegislative  members of the advisory committee shall not be
  6    reimbursed from legislative funds for per diem, mileage or other expenses  and
  7    shall not have voting privileges  regarding the committee's recommendations or
  8    proposed legislation.
  9        BE  IT FURTHER RESOLVED that the committee shall report its findings, rec-
 10    ommendations and proposed legislation, if any, to the Second  Regular  Session
 11    of the Fifty-seventh Idaho Legislature.

  3    insert: "Council"; and in line 41,  following  "pounds"  insert:  "based  upon
  4    acceptable engineering and safety standards".

  6        On  page  1, in line 4, delete "GRANGEVILLE" and insert: "COUNCIL"; and in

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE
                             RS 13019
This legislation authorizes the creation of an Interim Committee
to complete a study of truck routes in northern Idaho from
Bonner's Ferry to Grangeville for the possible addition of routes
for vehicles with loads up to one hundred twenty-nine thousand
(129,000)pounds.  Also to consider improvements to routes
currently not approved for heavy load carrying vehicles.
                          FISCAL IMPACT
If this resolution is adopted by the Legislature and the
committee is appointed by the Legislative Council, any necessary
legislator travel and per diem expense would be paid from the
existing legislative appropriation to the Senate and House of
Representatives.  Funding for staff support and expenses would be
provided from the existing appropriation to the Legislative
Council for the Legislative Services Office.  There would be no
additional impact upon the state General Fund as a result of this
resolution.
