|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-seventh Legislature First Regular Session - 2003IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 33 BY APPROPRIATIONS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE REGARDING THE UNCERTAIN ECONOMIC OUTLOOK 3 AND BUDGET IMPLICATIONS FOR THE STATE OF IDAHO FOR FISCAL YEAR 2004 AND 4 DIRECTING THE BOARD OF EXAMINERS TO MAKE CERTAIN ADJUSTMENTS SHOULD A BUD- 5 GET SHORTFALL DEVELOP AND TO PROVIDE FOR STATE AGENCY AND INSTITUTION CON- 6 TINGENCY PLANS. 7 Be It Resolved by the Legislature of the State of Idaho: 8 WHEREAS, the April 2003 revenue collections for the state of Idaho have 9 fallen short of projections and could signal the emergence of a possible bud- 10 get shortfall for fiscal year 2004; and 11 WHEREAS, this fiscal situation will likely require additional reductions 12 to state expenditure levels; and 13 WHEREAS, the Legislature of the state of Idaho recognizes that selected 14 state agencies and institutions have already participated in current year bud- 15 get reductions and will experience budget reductions in the succeeding year 16 through appropriations approved by the Legislature. 17 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 18 of the Fifty-seventh Idaho Legislature, the House of Representatives and the 19 Senate concurring therein, that if the Governor determines that revenues for 20 the state of Idaho are not sufficient to support expenditures for fiscal year 21 2004, then the Board of Examiners is hereby directed to reduce the fiscal year 22 2004 General Fund appropriations up to one percent for all agencies and insti- 23 tutions that did not receive a full three and one-half percent reduction as 24 directed in the Governor's modified fiscal year expenditure holdback autho- 25 rized in Senate Bill No. 1194 of the First Regular Session of the 26 Fifty-seventh Idaho Legislature. 27 BE IT FURTHER RESOLVED that given the economic uncertainties for fiscal 28 year 2004, all state funded agencies and institutions are hereby put on notice 29 that further spending reductions will likely be necessary, and are hereby 30 directed to prepare contingency plans at the earliest point in the fiscal year 31 as practical, and such contingency plans will clearly outline alternatives, 32 procedures and cost-saving steps that will enable such agencies and institu- 33 tions to be prepared for further expenditure reductions at any point in the 34 fiscal year.

This concurrent resolution recognizes the continuing uncertainties surrounding the state’s fiscal situation. Underscored by disappointing April revenue collections, the need for early preparation for possible holdbacks in fiscal year 2004 is the prudent and responsible thing to do. If another holdback is necessary in FY 2004 this resolution would support the direction that the Governor and Board of Examiners look first to those agencies and institutions that were exempt from budget reductions this year. In addition, this resolution directs all state agencies and institutions to be prepared for additional spending reductions by preparing contingency plans that would enable them to deal with expenditure holdbacks at any point in the fiscal year.
